About the role:

Water Corporation is seeking an exceptional Manager – Cyber Security to lead and evolve our enterprise cyber security capability, protecting the services, technology, information, and operational systems that support millions of Western Australians every day. This is a strategic leadership opportunity for an experienced cyber security professional who can balance risk, resilience, and business outcomes while leading a high-performing team in a complex and evolving threat landscape.

Reporting to the Head of Information Security Office, you will set the vision and direction for cyber security across the organisation, ensuring our security capability remains contemporary, resilient, and aligned with organisational priorities, regulatory obligations, and emerging threats.

As Manager – Cyber Security, you will lead the development and delivery of Water Corporation's cyber security strategy, operating model, and capability uplift initiatives.

You will oversee cyber governance, risk management, security architecture, cyber operations, identity and access management, threat defence, incident response, security engineering, and assurance activities, while ensuring security is embedded across technology delivery and operational environments.

Leading a team of up to 25 professionals, you will foster a culture of accountability, continuous improvement, and shared ownership of cyber security outcomes across the organisation.

What the role will involve:

You will:

• Define and execute the organisation's cyber security strategy, roadmap, and investment priorities.
• Lead enterprise-wide cyber risk management, resilience, and security capability uplift programs.
• Strengthen and continuously improve the cyber security framework, operating model, standards, controls, and governance practices.
• Embed secure-by-design and DevSecOps principles into technology delivery, engineering, procurement, and operational practices.
• Lead cyber operations, threat defence, cyber engineering, security architecture, identity management, and incident response capabilities.
• Provide strategic advice and reporting to executive leaders, governance committees, and board-level forums regarding cyber risk, resilience, and performance.
• Drive compliance with relevant regulatory frameworks and obligations, including critical infrastructure and cyber security requirements.
• Build strong partnerships across the business, enabling leaders and teams to understand and manage their cyber security responsibilities.
• Manage cyber security budgets, vendors, workforce capability, and service performance to ensure effective and sustainable outcomes.
• Develop strong external relationships with government agencies, industry bodies, regulators, and security partners.

Key skills and experience:

We're looking for a strategic and influential cyber security leader with:

• Tertiary qualifications in Cyber Security, Information Technology, Computer Science, Engineering, Risk Management, or a related discipline.
• Significant experience leading cyber security functions and teams within large and complex environments.
• Demonstrated success developing cyber security strategy, managing enterprise cyber risk, and improving cyber maturity.
• Deep knowledge of cyber security frameworks and standards including NIST, SOCI requirements, critical infrastructure security obligations, privacy, and risk management practices.
• Strong experience across multiple cyber security disciplines including security operations, incident response, threat defence, cloud security, cyber architecture, identity management, security engineering, and assurance.
• Experience embedding security practices within Agile, DevOps, and modern technology delivery environments.
• The ability to communicate complex technical and risk concepts clearly to executive and non-technical audiences.
• Outstanding leadership, stakeholder engagement, influencing, and decision-making skills.

Desirable

• Professional certifications such as CISSP, CISM, CRISC, CCSP, or equivalent.
• Experience leading large-scale cyber transformation or security uplift programs.
• Experience within critical infrastructure, utilities, government, or other highly regulated industries.
