About the Role

The Delivery Resource Lead is a senior EPMO role embedded within a large, multi-year transformation program. It is accountable for program-level resource allocation and delivery governance, alongside portfolio-level resource demand visibility and governance frameworks.

The role establishes an integrated view of resource demand, capacity, and forecasting to align with strategic priorities. At the program level, it manages allocation, resolves skill and capacity risks, and safeguards delivery. At the portfolio level, it develops scalable frameworks, processes, and reporting to drive consistent, risk-informed governance across multiple programs.

By providing data-driven insights, scenario modelling, and executive reporting, the Delivery Resource Lead influences prioritisation, sequencing, and investment trade-offs. The program framework created in this role serves as a reference model for broader adoption, elevating resource governance maturity across the portfolio.

Reporting to the EPMO Project Management Lead, the role has no direct reports but exerts strong influence across Program and Workstream Leadership, HR, and executive stakeholders.

Responsibilities

• Lead the end-to-end delivery resource lifecycle, including role definition and approval, resource system administration, onboarding and mobilisation arrangements, and offboarding.
• Drive program resource allocation to safeguard delivery priorities and strategic objectives.
• Assess capacity, capability, and skill requirements to identify risks early and implement effective mitigations.
• Provide scenario modelling, executive reporting, and visual insights to guide program and portfolio decision-making.
• Resolve cross-workstream resource conflicts and advise leadership on constraint impacts regarding scope, timing, and feasibility.
• Partner with HR, Finance, and capability leads to close workforce gaps via recruitment, contractors, and secondments.
• Design, embed, and continuously refine scalable governance standards, tools, and reporting frameworks across the portfolio while maintaining compliance with university policies.

About You

• Tertiary qualification or equivalent senior experience in program delivery, portfolio governance, or resource management within complex transformation environments.
• Proven expertise in strategic resource allocation, capacity planning, and demand/supply scenario modelling for large-scale programs.
• Demonstrated ability to design, implement, and scale repeatable resource management processes, governance frameworks, and executive dashboards.
• Strong stakeholder engagement and conflict resolution skills, with a track record of collaborating across program leadership, HR, and PMO functions.
• Deep understanding of project delivery disciplines, risk management, and EPMO governance structures to influence senior decision-making and trade-offs.
• Commitment to promoting organisational values, safety responsibilities, and relevant policies within a complex institutional framework.
