Competitive Salary: Band 6 - $105,907.09 + 12% superannuation
Location: Corporate Centre in Sandringham, with the flexibility to work from home

About the Role:

This role sits within our Amenity Protection team and plays a key role in leading Council's Construction Management Plan assessment function, ensuring construction activities are managed through a consistent, transparent and risk-based assessment framework.

As the Construction Management Plan Assessment Lead, you will establish, implement and enhance the frameworks, processes, standards and governance arrangements that support consistent, transparent and risk-based CMP assessment outcomes across Council. Acting as Council's specialist advisor on construction management matters, you will assess and endorse Construction Management Plans, provide expert guidance on complex issues, and work collaboratively with internal and external stakeholders to achieve compliant and practical outcomes.

You will be responsible for:

• Leading the development, implementation and continuous improvement of Council's CMP assessment framework, including associated policies, procedures, standards and governance processes.
• Assessing, determining and endorsing Construction Management Plans and associated documentation in accordance with planning permit conditions, Council requirements, Local Laws and relevant legislation.
• Coordinating assessment input across multiple Council departments to deliver timely, consistent and risk-based outcomes.
• Providing specialist advice and recommendations on construction management matters and complex development proposals.
• Preparing reports, correspondence and records that support governance, transparency and informed decision-making.
• Identifying and implementing improvements to assessment practices, service delivery and the overall effectiveness of the CMP assessment function.

Key Selection Criteria:

To be successful in this role, you will bring the following skills and competencies:

• Demonstrated experience assessing Construction Management Plans, development-related applications, traffic management proposals, or similar regulatory documentation within a local government, planning, engineering or development environment.
• Proven ability to interpret and apply planning permit conditions, Council policies, Local Laws and relevant legislation to inform sound regulatory decision-making.
• Demonstrated experience developing, implementing or improving assessment frameworks, procedures, policies or governance processes.
• Strong understanding of construction management principles and the relationship between construction activity, public infrastructure, traffic management and community amenity.
• Highly developed stakeholder engagement, negotiation and communication skills, with the ability to influence outcomes and manage competing interests.
• Well-developed written communication skills, including report writing, preparation of recommendations and stakeholder correspondence.
• Demonstrated ability to exercise sound judgement, manage competing priorities and work independently in a complex regulatory environment.
• Experience providing specialist advice and recommendations on complex or sensitive construction management matters.

Mandatory pre-employment requirements:

• Be willing to undergo and complete a satisfactory criminal history check.
• Provide or obtain an employment-based Working with Children check. 
• Be willing to undertake a premedical assessment check (if applicable for the role).
