About the role
Eastern Palliative Care is the largest single provider of community-based specialist palliative care in Victoria. Each year, more than 2,100 families across seven local government areas of Melbourne's east — Boroondara, Manningham, Maroondah, Whitehorse, Monash, Knox and Yarra Ranges — are supported by 130 clinicians and 180+ active volunteers. Care is delivered in people's homes, on their terms, at the most significant time of their lives.
Founded in 1998, EPC restructured as a Company Limited by Guarantee in December 2024 and achieved full ACHS accreditation in early 2025. It is now moving into Years 2 and 3 (2026–28) of its Value Based Health Care Transformation Plan — the strategic framework that will define the next chapter of its work.
Brooker Consulting is partnering with EPC to appoint a General Manager, Clinical & Volunteer Services.
In January 2026, nursing, medicine, allied health, family support, bereavement counselling, and volunteer services came together under a single integrated executive portfolio. This was a deliberate structural move — the operational expression of EPC's VBHC Framework and the coherent, multidisciplinary model of care around which the next phase of transformation is built.
You will report directly to CEO Adjunct A/Prof Gaylene Coulton and join a lean, close-knit executive of three (CEO plus two GMs). A Manager of Clinical Operations and the Clinical Educator will report to you, freeing you to focus on strategy, integration, external representation and the leadership of your teams.
Year 1 of the transformation is complete. Workforce redesign, fleet optimisation, fundraising strategy and office consolidation have been operationalised into business as usual. All EPC teams are now under one roof at Mitcham, with refurbished offices and modernised HR and finance systems (Employment Hero) live.
You inherit a settling team, a clear three-pillar strategic runway endorsed by the Board, an active innovation portfolio (PerEmpo PROM, video-telehealth, PSA pharmacist pilot, Palliative Medicine Registrar program), and sector recognition — EPC's Central Team was nominated for the 2025 National Innovation in Palliative Care Award and EPC's Volunteer Program won the 2024 National Palliative Care Australia Award.
What is required now is leadership. Visible, calm, emotionally intelligent and clinically credible. The workforce is long-tenured, deeply committed and, after a period of significant change, ready to be led by someone worth following.
In your first 12 months, you will have built trust with a multidisciplinary workforce, integrated clinical and volunteer services into one coherent model of care, delivered early wins on service optimisation (Intake and Aged Care functional reviews, embedding Telehealth and AI Scribe), partnered effectively with the CEO and senior leadership, and retained and engaged key clinical talent. The most important measure of success is cultural — whether the clinical and volunteer workforce feels seen, heard, supported and led.
