Senior Evaluation Officer

• Help shape how disaster recovery and resilience programs are measured, evaluated and improved, delivering insights that influence policy, funding decisions and community outcomes across NSW.
• Temporary, full-time opportunity up to 12 months with the Grants, Program Design and Evaluation Division.
• Role can be based in Parramatta/Sydney or at one of our approved RA offices by negotiation, with flexible work options and hybrid arrangements available.
• Clerk 9/10, salary relative to experience, and ranges from $133,348 - $146,945 + super.

About the role

As Senior Evaluation Officer, you will play a pivotal role in delivering the Reconstruction Authority's evaluation function, supporting evidence-based decision-making across a broad portfolio of recovery, resilience and funding programs. Working across the organisation, you will lead and coordinate evaluation activities that assess program effectiveness, governance, compliance and outcomes, ensuring valuable lessons are captured and translated into future improvements.

This role offers the opportunity to contribute to a significant body of evaluation work, including a range of major program evaluations arising from historical disaster events, while also helping embed contemporary evaluation practices into future programs. You will work closely with internal stakeholders, government partners and external service providers to strengthen evaluation capability and ensure programs deliver meaningful social, economic and community outcomes.

Key responsibilities include:

• Coordinating evaluation projects across a diverse range of Reconstruction Authority funded programs.
• Leading and supporting process and outcome evaluations that assess program effectiveness, efficiency and impact.
• Evaluating compliance with program guidelines, governance requirements, probity standards and policy frameworks.
• Developing and implementing evaluation plans, frameworks, methodologies and performance measures.
• Designing assessment tools, monitoring mechanisms and reporting approaches that support robust evaluation practices.
• Managing the engagement and oversight of external evaluation service providers and consultants.
• Providing specialist evaluation advice, guidance and support to teams across the organisation.
• Supporting the development of program logic models, monitoring plans and data collection frameworks for current and future programs.
• Analysing evaluation findings and communicating lessons learned to inform policy, program and service improvements.
• Identifying governance, compliance and risk issues and providing recommendations to support informed decision-making.
• Preparing high-quality reports, briefs and presentations for a range of audiences.
• Collaborating with stakeholders across government to ensure evaluations align with relevant NSW Government policies, frameworks and standards.
• Building effective relationships with government agencies, industry stakeholders and evaluation practitioners to strengthen evaluation capability and outcomes.
• Contributing to organisational evaluation maturity by promoting best practice approaches and continuous improvement.

About You
You are an experienced evaluation professional who is passionate about using evidence and data to improve programs, services and community outcomes. You bring strong analytical skills, sound judgement and the ability to engage diverse stakeholders to deliver high-quality evaluations in complex environments.

You will bring:

• Demonstrated experience delivering program evaluations, reviews, performance assessments or related analytical projects.
• Strong knowledge of contemporary evaluation methodologies, frameworks and best-practice approaches.
• Experience developing evaluation plans, program logic models, performance frameworks, monitoring plans or outcome measurement approaches.
• Proven ability to analyse complex qualitative and quantitative information and translate findings into practical recommendations.
• Strong understanding of governance, risk, compliance and accountability principles.
• Experience managing multiple evaluation projects and competing priorities within agreed timeframes.
• Excellent written communication skills, including the ability to prepare evaluation reports, briefs, findings papers and executive-level advice.
• Strong stakeholder engagement and consultation skills, with the ability to work effectively across diverse groups with varying interests and expectations.
• Experience engaging and managing external consultants, service providers or evaluation partners.
• The ability to influence and build evaluation capability through advice, coaching and collaboration.
• Strong problem-solving and critical thinking skills, with a focus on continuous improvement and evidence-based decision-making.
• Experience working within government, public sector programs, grants administration or funding environments will be highly regarded.
• Knowledge of NSW Government evaluation, performance and reporting frameworks will be well regarded.
