Alcohol and Other Drug Tester/Assistant Investigator

The Role

The Alcohol and Other Drug (AOD) Tester/Assistant Investigator position sits within the Investigations Section of the Legal Services Branch and reports to the AOD Team Leader.

The Investigations Team is responsible for the management, conduct and coordination of all aspects of CASA’s investigative activities under Part IIIA of the Civil Aviation Act 1988, fraud control, internal fraud investigations and Alcohol and Other Drug (AOD) testing of the Civil Aviation industry.

Melbourne is the preferred location for this position, other CASA locations may be considered. The position will operate under shift work arrangements in accordance with CASA’s Enterprise Agreement. Intrastate and interstate travel will be required.

This position is a safety sensitive position.

The incumbent may perform, or be available to perform, safety sensitive aviation activities, as defined in the Civil Aviation Safety Regulations 1998 (CASR). 

The AOD Tester/Assistant Investigator position works under broad direction and is responsible for the specific deliverables outlined below, which represent an ongoing body of work:

• Under limited supervision conduct drug and alcohol tests under CASR subpart 99.C.
• Perform administrative duties associated with drug and alcohol testing including the preparation of reports and completion of forms.
• Prepare Alcohol & Other Drug briefs of evidence.
• Liaise with officers of the Commonwealth Director of Public Prosecutions and other legal representatives of the Authority.
• Draft infringement notices, when required to.
• Represent the Authority in court proceedings and give evidence as required.
• When required to, investigate alleged breaches (or assist Investigators investigate alleged breaches) of aviation and related legislation and do the things described above in relation to such investigations or provide assistance to Investigators employed by CASA.
• Liaise with other Government bodies and law enforcement agencies as required.

Ideal Candidate

Our ideal candidate must demonstrate the following:

• Knowledge and experience in the conduct of Alcohol and Other Drug testing in a regulatory environment.
• Knowledge and experience in the conduct of investigations in a regulatory environment.
• Highly developed communication (written and verbal) and negotiation skills including the ability to establish and maintain effective working relationships with a wide range of internal and external stakeholders.
• Strong writing skills with demonstrated knowledge and experience writing briefs of evidence, issuing of infringement notices and drafting reports based on investigation findings.
• Use of electronic case management systems and/or the ability to learn new systems quickly.
• Excellent time management skills.
• Ability to work independently and cohesively as a member of a small team.
• Understanding of the diversity of Aboriginal and Torres Strait Islander peoples, their cultures, and their issues and to be able to communicate respectfully with them.

Eligibility requirements

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the CASA Enterprise Agreement. The following eligibility requirements apply to this position:

At a minimum, prospective CASA employees must:

• Undergo pre-employment screening and be willing to provide required information to successfully undergo a police record check.
• Be an Australian citizen.
• Be willing to undergo pre-employment physical and psychometric examinations.
• Currently hold a red Aviation Security Identification Card (ASIC) card or have the ability to obtain and hold one.
• Undertake pre-employment audiometric testing.
• As this position is safety sensitive, you may be required to undertake regular employment alcohol and drug tests as part of CASA’s Alcohol and Other Drugs Policy.
• Hold a current Drivers Licence.
• Undertake and pass a pre-employment alcohol and drug test as part of CASA’s Alcohol and Other Drugs Directive and Procedure.
• Certificate IV (or equivalent) – Government Investigations or higher education standards pertaining to the conduct of investigations or have the ability to obtain one within 12 months of commencement.
• Have a general physical fitness to be able to walk reasonable distances with equipment in a wheeled case (approx. 15kg -20kg) and lift the equipment case into and out of vehicles, occasionally up/downstairs
