About the role

The City of Salisbury is seeking an experienced and motivated Senior Asset Management Officer to join the Infrastructure Management team within City Infrastructure on a 2.5-year fixed-term contract.

This is an exciting opportunity for a highly skilled asset management professional to provide specialist expertise in the governance, management and continuous improvement of Council's Geographic Information System (GIS) and Asset Management Information Systems. Working closely with asset managers, project managers and operational teams, you will ensure the integrity, accuracy and accessibility of asset and spatial data to support evidence-based decision making, infrastructure planning, capital investment and service delivery across the organisation.

As part of this key fixed-term role, you will help drive improvements to Council's asset information, systems integration and strategic asset management capabilities, supporting the delivery of long-term infrastructure outcomes for our growing community.

Your key responsibilities will include 

Asset Information Management

• Manage the Asset Management Information System (AMIS) and ensure the accuracy, integrity, and quality of infrastructure asset data.
• Lead the asset condition audit program, ensuring data collection, import, and export processes comply with agreed standards and organisational requirements.
• Oversee asset data capture, validation, auditing, and continuous quality improvement initiatives.
• Ensure maintenance activities, including inspections, maintenance regimes, and work orders, are effectively managed within the asset management system in collaboration with operational departments.
• Manage asset valuation processes and support end of financial year capitalisation activities in accordance with relevant accounting and asset management standards.
• Develop and maintain reporting frameworks, dashboards, and business intelligence solutions to support data-driven asset management decision-making.

Strategic Asset Management

• Collaborate with Asset Managers to develop and annually update Asset Management Plans (AMPs).
• Manage and maintain asset lifecycle modelling and forecasting using NAMS+.
• Ensure alignment between the Strategic Asset Management Plan (SAMP), Asset Management Plans, and the Long-Term Financial Plan (LTFP).
• Provide strategic analysis and insights to support asset investment planning, risk management, and service level optimisation.
• Support organisational asset management maturity and continuous improvement initiatives.

GIS Management

• Lead the delivery of GIS-based spatial analysis, mapping projects, and development of online GIS applications.
• Oversee field mobility solutions that support asset inspections, condition assessments, and asset data collection activities.
• Maintain system integration and data consistency between GIS platforms and Asset Management Information Systems.
• Ensure spatial data standards, governance, and quality controls are maintained across all asset-related datasets.
• Drive innovation in spatial technologies to enhance asset management, operational planning, and decision-making.
• Provide technical leadership, guidance and mentoring to team members and stakeholders across the organisation.

About you:
You are a collaborative and solutions-focused asset management professional with extensive experience in GIS, asset information systems and strategic asset management. You combine strong technical capability with excellent stakeholder engagement skills and have a proven ability to lead initiatives that improve systems, processes and asset data quality.

You take ownership of your work, demonstrate high professional standards and enjoy working across multiple projects while building strong relationships with stakeholders at all levels.

You will also have: 

• Relevant tertiary qualifications in Asset Management, Engineering, GIS, Spatial Sciences, Accounting, Finance or a related discipline.
• Minimum 6-7 years' relevant experience in asset management, GIS or infrastructure-related roles.
• Significant experience in asset management across a diverse range of infrastructure assets.
• Advanced knowledge of Asset Management Information Systems and asset management planning tools.
• Experience with Confirm and/or Technology One Asset Management Systems will be highly regarded.
• Strong understanding of asset lifecycle management, depreciation, valuation and financial reporting principles.
• Experience supporting capital works forecasting, modelling and investment planning.
• Advanced experience using NAMS+ for asset lifecycle modelling and forecasting.
• Strong understanding of ISO 55000 principles, Strategic Asset Management Plans (SAMPs), Asset Management Plans (AMPs), and Long-Term Financial Planning (LTFP)
• Demonstrated project management experience and the ability to manage competing priorities.
• Strong analytical, problem-solving and reporting skills.
• Excellent stakeholder engagement and communication skills.
• Proven ability to guide, mentor and provide technical leadership to others.
• Understanding of local government asset management practices and challenges.
• Extensive experience with GIS platforms, particularly ESRI ArcGIS products.
• Experience managing asset data, asset registers and spatial information systems.
