Conduct alternative dispute resolution and improve access to justice for Australia's veteran community.

The Veterans' Review Board (VRB) is a specialist merits review tribunal committed to delivering fair, timely and accessible review outcomes for veterans, serving members of the Australian Defence Force and their families.

The Senior Conference Registrar (Executive Level 1) provides technical leadership for the Veterans' Review Board's dispute resolution and pre-hearing case management functions.

Working closely with the National Registrar and ADR Registrar, you will conduct complex outreaches, conferences and other dispute resolution processes, exercising statutory powers to actively manage applications and facilitate their early resolution wherever appropriate. You will prepare high-quality draft decisions and procedural directions, ensuring matters that proceed to hearing are thoroughly prepared.

As a senior leader within the Registry, you will mentor and support Conference Registrars, promote nationally consistent practice, contribute to quality assurance and lead continuous improvement initiatives that strengthen the Board's dispute resolution services and improve access to justice.

You will also contribute to national operational priorities, practice development and strategic projects that enhance the efficiency, quality and consistency of the Board's pre-hearing processes.

Most dispute resolution events are conducted online or by telephone, with some face-to-face conferences undertaken where required. Flexible and hybrid working arrangements are available, with attendance at the Sydney Registry required to conduct dispute resolution events. 

DUTIES
As an EL 1 Senior Conference Registrar you will be required to:

• As a part of a team, deliver pre-hearing case management across the Board's jurisdictions.
• Conduct outreaches, conferences and other dispute resolution processes, exercising statutory powers in accordance with relevant legislation.
• Prepare high-quality draft decisions and procedural directions in accordance with the Board's legislative framework and established practice.
• Promote early resolution of applications while ensuring matters proceeding to hearing are comprehensively prepared.
• Mentor, coach and provide technical leadership to Conference Registrars, promoting nationally consistent practice and high-quality outcomes.
• Lead quality assurance, peer review, training and practice development initiatives.
• Analyse complex legal, medical, military service and evidentiary material and provide authoritative advice on procedural and jurisdictional matters.
• Respond to complex enquiries from veterans, representatives and other stakeholders regarding the Board's jurisdiction, practice and procedures.
• Lead or contribute to national projects, procedural reform and continuous improvement initiatives.
• Promote innovation, procedural fairness and access to justice across the Board's dispute resolution functions.

ELIGIBILITY 

• Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
• All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
• The successful candidate will be required obtain and maintain a Baseline Vetting (AGSVA) security clearance.
