About the Role

The Regional Manager provides operational leadership and oversight across a cluster of Out of Home Care (OOHC) services in South-West, including Toowoomba region and South-east areas. Leading Therapeutic Care Managers, the role ensures the delivery of high-quality, trauma-informed, therapeutic and culturally safe care that supports positive outcomes for children and young people in statutory care.

The Regional Manager provides supervision, guidance and practice support to teams, ensures services meet organisational, legislative, contractual and OOHC requirements, and maintains strong relationships with the Department of Child Safety and other key stakeholders.

The role also leads service quality and continuous improvement, supports effective case planning, and participates in the shared regional 24/7 On-Call system.

The position reports to the Care Services Manager.

What You’ll Be Doing

You’ll be responsible for:

• Providing leadership, supervision and mentoring to Therapeutic Care Managers and supporting effective team practice.
• Overseeing OOHC services to ensure they are trauma-informed, therapeutic, child and youth-focused, culturally safe and aligned with relevant legislation, standards, contracts and Strive policies.
• Supporting teams to respond effectively to the complex needs, behaviours and developmental needs of children and young people in care.
• Leading the local interface with the Department of Child Safety regarding referrals, case reviews, care planning, placement matters and transition/exit planning.
• Building strong relationships with Child Safety, QLD Health, Youth Justice, schools, families, service providers and community stakeholders.
• Monitoring service quality, client documentation, data, reporting and compliance requirements.
• Leading continuous improvement through case reviews, service reviews, client feedback and quality assurance processes.
• Supporting effective responses to critical incidents, complaints and significant safety risks, including self-harm, suicidal ideation, aggression and child safety concerns.
• Monitoring OOHC facilities to ensure they are safe, well maintained, homelike, child and youth-friendly and compliant with WHS requirements.
• Ensuring appropriate financial, HR, administrative, asset and risk management processes are followed.
• Participating in the shared regional 24/7 On-Call system and providing practice advice and support as required.

About You

Essential

You’ll bring:

• A degree in Social Science or a related field, or substantial relevant experience combined with a relevant Community Services Diploma.
• Significant experience working with vulnerable children and young people in the statutory care system, preferably in residential care.
• Experience supervising, mentoring and developing teams supporting children and young people with complex needs and complex needs and behaviours of concern.
• Strong knowledge of child and adolescent development and contemporary trauma-informed, therapeutic, strengths-based and child-safe practice.
• Knowledge of the Queensland Child Protection and OOHC system, including relevant legislation and standards.
• Demonstrated experience in program management, service monitoring, continuous improvement and meeting contractual requirements.
• Strong communication, decision-making, risk management and stakeholder engagement skills.
• Demonstrated cultural competence and a commitment to working respectfully with Aboriginal and Torres Strait Islander peoples, Aboriginal Controlled Organisations and culturally diverse communities.
• A genuine commitment to the safety, wellbeing, rights and best interests of children and young people.
• Current Working with Children Check (Blue Card).
• LCS clearance
• current NDISWS (yellow card)
• Current First Aid Certificate, CPR or willingness to obtain one prior to commencement
• Current Australian Driver’s Licence (open)
• Hope and Healing Certificate or willingness to obtain
• Ability and willingness to participate in a shared regional 24/7 On-Call system.

Desirable

• Experience in program design, service review and performance monitoring.
• Experience in a senior or regional management role within OOHC, residential care or human services.
• Experience working collaboratively with statutory child protection and other government, health, education and community services.

• Remuneration in accordance with the SCHADS Award
• Participation in a shared regional 24/7 On-Call roster
• Frequent regional travel required
• Flexible working hours required
• Based in Ipswich
• Hybrid working arrangements may be available, subject to operational requirements
