About the opportunity 

The Regulatory Specialist role leads the assessment of highly complex regulatory submissions made by major electricity companies and specified operators, supporting evidence-based regulatory decisions that help keep the Victorian community safe. Working within a legislative and regulatory framework, you will apply strong analytical judgement to interpret complex statutory requirements, determine consistency with policy and guidance, consider stakeholder views, coordinate input from technical specialists and provide recommendations that inform regulatory decision-making.

This role has a strong assessment focus and is ideal for professionals with experience evaluating complex approval applications, schemes, plans or regulatory submissions within government, regulatory, integrity, Ombudsman, compliance or similar statutory environments. You will work collaboratively with technical specialists, legal experts and senior stakeholders to deliver high-quality regulatory outcomes.

We are seeking assessment-focused regulatory professionals with experience evaluating complex regulatory submissions and making evidence-based recommendations. Experience working within approval schemes, licensing frameworks or administrative law contexts will be highly regarded. Knowledge of the principles and application of safety management, risk assessment, and electricity transmission and distribution networks is desirable, but not essential.

 What you'll contribute 

• Developing and maintaining effective and respectful relationships with regulated entities and other stakeholders to enable the prompt delivery of high-quality submissions, assessments, and other regulatory activities. 
• Assessing highly complex regulatory submissions, approval schemes, risk assessments, plans and supporting documentation to determine compliance with legislative requirements, regulatory frameworks and Energy Safe Victoria requirements.
• Providing guidance and formal feedback to regulated entities to improve the quality of their submissions.  
• Presenting to Energy Safe senior management and Commission to provide updates on assessments, and recommendations on regulatory decisions 
• Providing support to investigators, engineers and other specialists by identifying relevant regulatory requirements contained in accepted plans to inform the investigation of infrastructure incidents and compliance concerns. 
• Applying sound statutory interpretation and administrative decision-making principles to provide robust, evidence-based recommendations on regulatory decisions.
• Leading assessment activities involving competing information, complex factual circumstances and technical advice from subject matter experts.
• Evaluating the adequacy of governance, risk management and compliance frameworks underpinning regulated entities' submissions.

To be successful, you'll have

• Demonstrated experience assessing highly complex regulatory submissions, approvals, schemes, applications or similar matters within a regulatory, integrity, compliance, assurance or public sector environment.
• Previous experience working within a regulator, approval authority, integrity agency, commission, tribunal, Ombudsman or comparable statutory decision-making environment.
• Strong experience interpreting and applying complex legislation, regulations, standards, codes and policy frameworks.
• Sound understanding of administrative law principles and their application to regulatory assessment and decision-making processes.
• Highly developed analytical skills, including the ability to assess complex evidence, identify risks, and formulate defensible recommendations.
• Proven ability to prepare authoritative reports and advice for senior executives, boards, commissions or statutory decision-makers  

Highly regarded

• Experience supporting or informing compliance, enforcement, inquiry or investigation activities.
• Experience working in infrastructure, utilities, energy, transport or other highly regulated sectors.
