About the Branch/Group

• The Financial Assets and Liabilities Group and Workplace Safety Group (FALWS) sits within DTF’s Commercial Division. FALWS provides advice and reports on the State’s financial assets and liabilities and associated financial risks and workplace safety related matters. It is made up of three teams, including Balance Sheet Management, Financial Policy and Workplace Safety Reform.
• This role is in the Balance Sheet Management team within the FALWS Group in the Commercial Division of DTF, supporting the Credit Team.
• The Credit Team provides analysis and advice for State lending, including administering the Borrowing and Investment Powers Act and associated regulations. The team also supports the prudent and sustainable growth of the State’s Public Non-financial Corporations (PNFCs), Councils and Private sector entities.

Balance Sheet Management

The Balance Sheet Management team manages the State’s cash and banking systems and funding requirements for the State and government businesses. It advises the Treasurer on borrowing and guarantee requests, administers relevant legislation, and supports Public Non-financial Corporations (PNFCs). The team also manages relationships with credit rating agencies, monitors key metrics, advises on implications for the State’s fiscal and debt management strategies, and supports the delivery of Affordable Housing Investment Partnerships (AHIP).

About the Role

The Treasury Analyst – Credit Risk supports the assessment of borrowing, loan and guarantee requests, financial arrangements and related credit matters across the State’s public sector entities.

The role contributes to financial analysis, credit reviews, policy administration and the preparation of advice to support sound Government lending and risk management decisions.

The position also supports the ongoing monitoring of credit exposures, including through analysis of financial performance, compliance with borrowing arrangements and emerging risks to the State’s financial interests.

Key Accountabilities

• Undertake annual borrowing briefing, loan and guarantee requests, financial arrangement (derivative) approvals and treasury policy review processes.
• Support the analysis of credit requests and contribute to credit reviews.
• Undertake research on policy and financial issues and prepare short papers or summaries for the FALWS leadership team.
• Support working relationships with key internal and external stakeholders, including DTF teams, agencies, Local Government Victoria, and the Treasury Corporation of Victoria by responding to requests and assisting with information gathering.
• Draft briefs and letters for review by FALWS executives.
• Work collaboratively as part of the Balance Sheet Management team to support delivery of group and departmental priorities.

About You

• Well-developed oral and written communication skills and experience in report writing. 
• Understanding of quantitative financial analysis methodologies used in credit, treasury, debt portfolio, or treasury risk management.
• Well-developed analytical, research and problem-solving skills, with the ability to investigate issues and support evidence-based advice.
• Well-developed ability to work effectively in collaboration with others.
• Experience in building and maintaining effective working relationships with a range of internal and external stakeholders.

Mandatory requirements

• Tertiary qualifications in banking and finance, public policy, economics, accounting or a related field are required.
