ABOUT THE OPPORTUNITYThe Department of Defence, through the Capability Acquisition and Sustainment Group (CASG), Joint Systems Division, requires specialist FPECM Training Support Services for the:Electromagnetic Warfare and Intelligence Systems â Land Systems Program Office (EWIS-L SPO).Services will primarily be delivered from the Defence Force School of Signals (DFSS), Regional Training Wing at Gallipoli Barracks, Enoggera, with additional delivery at Defence establishments throughout Australia.Historically, approximately 100 days of travel per annum has been associated with the delivery of these services.EWIS-L SPO supports capabilities including:⢠Force Protection Electronic Counter Measures â FPECM⢠Tactical Electronic Warfare systems⢠Counter-IED training systems and facilities⢠Countermeasures Development and Validation â CMD&V⢠Explosive Ordnance Disposal robots⢠Deliberate Route Clearance capabilities⢠Electromagnetic Warfare and Intelligence systems
CORE PURPOSEThe successful contractor will provide specialist FPECM training and technical support covering:⢠FPECM training delivery⢠Training development and maintenance⢠Learning product development⢠Learning product quality assurance⢠FPECM Subject Matter Expert support⢠Capability sustainment⢠Operational readiness⢠Technical and equipment support
FPECM TRAINING DELIVERYThe contractor will plan, coordinate and deliver FPECM training in accordance with Defence priorities and agreed schedules.Training responsibilities include developing, maintaining and delivering:⢠207815 â FPECM Operator⢠212973 â FPECM Supervisor⢠207775 â FPECM Manager⢠208622 â Training Improvised Explosive Device (TIED) Operator CourseAdditional responsibilities include:⢠Delivering practical training activities and exercises⢠Supporting refresher and continuation training⢠Delivering training at DFSS and Defence locations nationally⢠Maintaining training attendance and outcome records⢠Supporting operator generation⢠Providing post-course reporting⢠Identifying continuous improvement opportunities
TRAINING DEVELOPMENT & QUALITY ASSURANCEThe successful contractor will support Defence training development and governance through activities including:⢠Developing and maintaining Learning Management Packages (LMPs)⢠Developing and maintaining Learning Support Materials (LSMs)⢠Developing training aids and instructional materials⢠Conducting internal quality assurance activities⢠Reviewing existing learning products⢠Updating training following capability, technology, policy or operational changes⢠Supporting learning evaluations⢠Supporting Defence training governance⢠Recommending improvements to training effectiveness and learner outcomes
FPECM SUBJECT MATTER EXPERT SUPPORTThe role will also provide specialist FPECM advice and technical support to Defence stakeholders.Activities may include:⢠Providing advice on FPECM capability employment⢠Supporting interoperability considerations⢠Responding to Requests for Information⢠Supporting capability development and sustainment⢠Supporting Countermeasures Development and Validation (CMD&V) activities⢠Participating in stakeholder forums and working groups⢠Supporting technical and project reviews⢠Advising on contemporary explosive hazard threats⢠Advising on emerging technology and capability requirements⢠Supporting operational training and capability readiness activities
OPERATIONAL READINESS & TECHNICAL SUPPORTThe contractor may also support:⢠Refresher and operator-generation training⢠High-readiness activities⢠Force-preparation activities⢠Collective training events and exercises⢠Configuration and preparation of FPECM training equipment⢠Testing of training systems and support equipment⢠Operator-level equipment maintenance⢠Equipment movement and accountability⢠Logistics support⢠Technical advice relating to FPECM systems and associated training equipment
