About the Manager, Procurement role
The primary purpose of this role is to manage the procurement function at the Parliament of NSW effectively and in line with best-practice procedures and frameworks. The Manager, Procurement provides expert, high-risk guidance to executives and staff at all levels on planning, developing, sourcing and managing procurement and contract arrangements. This guidance is always aligned with legislative requirements and parliamentary and government procurement frameworks.

Based in NSW Parliament, the Department of Parliamentary Services (DPS) is a specialist service department working to support the operation of the Parliament of NSW by providing logistical support and advice to members, the Departments of the Legislative Council and Legislative Assembly and the people of New South Wales. Key accountabilities for this role
The key accountabilities for the Manager, Procurement include the following.

• Leading procurement and contract management planning and ensuring that any reviews and improvements comply with legislative requirements and best practice.
• Partnering with Directors, other executives and staff at all levels to provide complex, high-risk guidance and advice that influences operational decision making for parliamentary initiatives in procurement and contract management.
• Strong communication, including the ability to build and manage relationships with senior executives and staff at all levels that support sound and sustainable procurement and contract management planning. Other critical responsibilities include the ability to:
• lead and influence stakeholders to consistently make well-informed decisions about procurement, contract and tender matters which are aligned with best practice.
  • ensure that procurement processes comply consistently with Parliament’s Procurement and Contract Management Framework and the NSW Government Procurement Policy Framework.
  • provide stakeholders with insights on business needs, resolve issues and deliver cost, service and quality outcomes.
  • review and assess contracts across the Parliament to identify opportunities for better value-for-money procurement opportunities.

Experience, knowledge and key attributes

• Personal credibility gained from experience in equivalent roles managing procurement functions in government agencies and complying with legislative requirements and government procurement frameworks (essential).
• A deep understanding of contemporary procurement, contract and tender processes and the ability to lead new and existing processes for complex digital, construction and physical services that are pivotal to Parliament’s operation (essential).
• Experience in using, promoting and training people in the NSW Government Procurement Policy Framework, Contract Management Reporting and the NSW Aboriginal Procurement Policy 2021 (essential).
• Exceptional stakeholder management: leading and influencing senior executive decision making – must be a very strong communicator who is accustomed to partnering with senior executives and staff at all levels (essential).
• Experience in developing, conducting and delivering Procurement training (desirable, but not essential).
• Legal background to inform decision making in complex, high-risk contexts (desirable, but not essential).
