Senior Development Manager

Bethanie Housing Ltd, a subsidiary of the Bethanie Group, is a registered community housing provider that owns and manages affordable and appropriate accommodation including apartments, townhouses, and villas for seniors in Perth and regional WA.

BHL is expanding its housing development pipeline and is seeking a highly capable Senior Development Manager to lead new build projects from opportunity identification through feasibility, funding, procurement, delivery and handover.

This role is central to BHL’s growth and requires a strategic, disciplined and delivery focused development professional who can balance ambition with risk management and financial sustainability.

• Reporting to the Chief Executive Officer - BHL
• Permanent, full-time position, based at our West Perth office 
• New position – part of the BHL senior leadership team
• Flexible working arrangements, including working from home 
• We attend the office (or site) a minimum of three days per week

Key responsibilities

• Identify and assess new development opportunities
• Lead feasibility, business cases and gateway approvals
• Manage consultants, project managers, architects, QS and contractors
• Support government funding submissions and partnership proposals
• Oversee project governance, risk registers and reporting
• Monitor delivery progress, cost movement, scope and quality
• Coordinate handover to operations, finance and governance
• Prepare development reports and decision papers for the CEO and Board

About you

You bring significant experience in property development, construction, infrastructure, social housing or related sectors. You are confident managing consultants, navigating planning pathways, preparing business cases and overseeing project governance.

You communicate clearly, manage risk well and thrive in a purpose led environment.

• Significant experience delivering complex property, housing, infrastructure or development projects from feasibility through to completion.
• Strong commercial and project governance expertise, with the ability to manage risk, funding, procurement and stakeholder relationships.
• A strategic and collaborative leader who can influence senior stakeholders and translate complex information into clear, actionable decisions.
