The Department of Justice and Community Safety is seeking a Senior Program Manager - Commercial Licensing to perform a critical role within its Gambling, Liquor & Tobacco business unit.

About the Business Unit

The Gambling, Liquor & Tobacco business unit supports the regulation of gambling, liquor and tobacco in Victoria, to minimise the harms these products can cause and contribute positively to the Victorian economy. It is responsible for:

• delivering and further developing the Victorian Government's strategic response to gambling, liquor and tobacco issues
• developing and implementing the government's policy on major gambling licensing processes
• delivering a research and evaluation program to inform responses to gambling harm in Victoria.

It advises the Minister for Casino, Gaming and Liquor Regulation and is the primary government point of reference for industry, community and government on liquor, gambling and tobacco issues.

The unit's Gambling Operations & Major Licences branch operates in a complex, fast paced environment. It supports gambling harm minimisation through management of YourPlay - the state's pre-commitment scheme YourPlay, which includes industry engagement and training. It also leads the implementation of gambling reforms across clubs, hotels and the casino in Victoria, and it oversees the award, transition and operation of major gambling licences on behalf of the Minister for Casino, Gaming and Liquor Regulation.

About the Role

As a member of the unit's Senior Leadership Team, the Senior Program Manager - Commercial Licensing will lead the planning and delivery of major gambling licensing processes; stakeholder engagement with a diverse range of stakeholders across government, independent expert advisers, and the gambling industry;  the implementation of, and adherence to, strict probity and confidentiality processes; and the regular, transparent and comprehensive briefing of Senior Executives and the Minister to enable critical decisions to be reached. The role is responsible for oversighting the program management of the award of highly sensitive and complex major gambling licenses on behalf of the Minister and ensuring the successful transition to new licensing arrangements.

Senior Program Managers are highly adept at evidence and risk-based decision-making, with a record of implementing risk, quality and governance controls and continual improvements in the context of program management. They have demonstrated workforce planning and budget management experience, to ensure current and future needs are planned carefully and met, including when program needs change unexpectedly. They have a reputation for responding constructively and agilely, ensuring risks and issues are managed effectively, transparently and on a ‘no surprises' basis.

Some of your duties will include:

• Program manage a significant, complex and multi-year gambling licensing program, including by developing and maintaining key project documentation and processes, implementing and continually improving quality assurance mechanisms, and delivering key policy and licence products.
• Establish, implement and maintain robust probity, information management, confidentiality and other assurance mechanisms to ensure major gambling licences are awarded pursuant to statutory, evaluation and other requirements.
• Ensure robust project governance and reporting requirements are established, maintained and continually improved.

About you

To be successful in this role, you will have:

• Demonstrated experience in leading the development of, project managing, and reporting on significant and complex licensing or equivalent programs.
• Demonstrated experience in risk and issue management in a program or project management or comparable context.
• Demonstrated capability in developing, maintaining and continually improving business systems and practices to support the delivery of significant and complex licensing or equivalent programs.
• Demonstrated experience in workforce planning and budget management.
• Demonstrated experience in building safe, fair and inclusive workplaces, and in leading high-performing and collaborative teams.
• Commercial acumen is highly desirable, for example, demonstrated expertise in setting commercial strategies and ability to extract maximum value in negotiations.

Qualifications/requirements

• Completion of a relevant tertiary qualification in public policy, law, social science, public health, economics or business will be highly regarded.
