About the role
The Department of Justice and Community Safety is seeking a Senior Program Manager - Commercial Licensing to perform a critical role within its Gambling, Liquor & Tobacco business unit.
About the Business Unit
The Gambling, Liquor & Tobacco business unit supports the regulation of gambling, liquor and tobacco in Victoria, to minimise the harms these products can cause and contribute positively to the Victorian economy. It is responsible for:
It advises the Minister for Casino, Gaming and Liquor Regulation and is the primary government point of reference for industry, community and government on liquor, gambling and tobacco issues.
The unit's Gambling Operations & Major Licences branch operates in a complex, fast paced environment. It supports gambling harm minimisation through management of YourPlay - the state's pre-commitment scheme YourPlay, which includes industry engagement and training. It also leads the implementation of gambling reforms across clubs, hotels and the casino in Victoria, and it oversees the award, transition and operation of major gambling licences on behalf of the Minister for Casino, Gaming and Liquor Regulation.
About the Role
As a member of the unit's Senior Leadership Team, the Senior Program Manager - Commercial Licensing will lead the planning and delivery of major gambling licensing processes; stakeholder engagement with a diverse range of stakeholders across government, independent expert advisers, and the gambling industry; the implementation of, and adherence to, strict probity and confidentiality processes; and the regular, transparent and comprehensive briefing of Senior Executives and the Minister to enable critical decisions to be reached. The role is responsible for oversighting the program management of the award of highly sensitive and complex major gambling licenses on behalf of the Minister and ensuring the successful transition to new licensing arrangements.
Senior Program Managers are highly adept at evidence and risk-based decision-making, with a record of implementing risk, quality and governance controls and continual improvements in the context of program management. They have demonstrated workforce planning and budget management experience, to ensure current and future needs are planned carefully and met, including when program needs change unexpectedly. They have a reputation for responding constructively and agilely, ensuring risks and issues are managed effectively, transparently and on a ‘no surprises' basis.
