ABOUT NAAFLS

NAAFLS is an Aboriginal Community Controlled Organisation (ACCO) and independent Family Violence Prevention Legal Service (FVPLS). We are the only victim-based Aboriginal legal service in remote communities in the Top End region of the NT.

We have offices in Darwin (Larrakia land), Katherine (Jawoyn, Dagoman and Wardaman land) and Nhulunbuy (Yolŋu land), and service over 40 remote communities within the Top End region spanning from the Tiwi Islands down to Lajamanu, Wadeye and across to Borroloola. We provide culturally sensitive legal advice, assistance, representation, and support to Aboriginal and Torres Strait Islander people in Top End communities who have experienced domestic, family, and sexual violence.

We offer a holistic and culturally appropriate model of service that sets us apart, seeking practical, community-based solutions to the most complex legal problems.

Our primary practice areas are family law, child protection, and domestic violence; though we frequently intervene in coronial inquiries, parliamentary inquiries, and other administrative or criminal proceedings as required.

ABOUT THE MIYALK SHELTER

The Miyalk Domestic and Family Violence Shelter (Miyalk Shelter) operates 24/7, 365 days a year. We provide culturally safe, trauma-informed crisis and short-term accommodation and support for women and their children at risk of or experiencing Domestic and Family Violence (DFV) in Nhulunbuy and surrounding communities. Miyalk Shelter offers safe and supported accommodation, case management, advocacy, children and parenting support, and outreach through holistic, strengths-based practice.

ROLE OVERVIEW

Reporting to the Miyalk Shelter Coordinator, the Crisis Accommodation Team Leader is responsible for the overall leadership, coordination and management of the Miyalk Shelter residential crisis accommodation program and staff. This role ensures the delivery of safe, culturally appropriate, trauma-informed crisis accommodation and support services to women, children and young people experiencing domestic and family violence. The Crisis Accommodation Team Leader oversees the daily operations of the residential services, supervises staff, ensures compliance with contractual and reporting requirements, manages service performance against key performance indicators, and maintains strong partnerships with community organisations and service providers. The position plays a key role in strengthening culturally safe, community-informed practice and ensuring the residential crisis accommodation program delivers high-quality services that promote safety, recovery, and long-term independence for victim survivors.

KEY RESPONSIBILITIES

As part of the leadership team, and with the support of the Miyalk Shelter Coordinator, manage the day-to-day operations of the Miyalk Shelter residential crisis accommodation ensuring safe, effective service delivery 24/7, 365 days per year.

Lead crisis accommodation, intake, assessment and risk management processes operate effectively and consistently with services that are trauma-informed, strengths-based, victim-survivor-led and child-centred approaches.

Safeguard high-quality client service delivery including case management, safety planning and support services for women, children and young people. Support staff to provide holistic wellbeing and recovery-oriented support to clients.

Ensure crisis accommodation staff adopt and promote a child-centred response including individual assessments, safety planning and developmental supports for all children and young people.

In cooperation with other leaders, provide seamless through to outreach services including post-exit support and safety monitoring; and promote client dignity, empowerment and pathways toward independence and long-term safety.

Develop and maintain strong working relationships with partner organisations, including legal, health, housing, and community service providers that will facilitate effective referral pathways and interagency collaboration across the region.

Support culturally informed service delivery through engagement with community stakeholders and cultural advisors, including maintaining a bicultural workforce model that supports culturally safe service delivery.

Ensure compliance with funding agreements, organisational policies and relevant legislation. Monitor and report on service performance against crisis accommodation program KPIs and operational objectives.

Oversee data collection, record keeping and reporting of NAAFLS client management systems as they relate to residential crisis accommodation clients and services. Prepare performance reports, program updates and financial reporting as required under the relevant service agreement areas.

Manage allocated budgets and ensure funding is utilised in accordance with approved categories. Including adhering to staffing resources and relevant governance frameworks, such as the Social, Community, Home Care and Disability Services Industry Award [MA000100].

In a collaborative team environment, provide leadership, supervision and support to crisis accommodation staff. Promote Work Health & Safety (WHS) policies and procedures, including psychological and cultural safety, within the accommodation environment, to ensure the wellbeing and security of clients and staff.

Support workforce development through training, mentoring, reflective practice and structured supervision professional development plans, that promote staff wellbeing and implement strategies to address workforce fatigue and vicarious trauma.

Adhere to NAAFLS risk management and continuous improvement frameworks to oversee the residential crisis accommodation incident management, safety protocols and risk mitigation strategies.

Contribute to the ongoing development and improvement of the Miyalk Shelter service model by supporting monitoring and evaluation processes that measure service effectiveness and client outcomes; and implement continuous improvement processes informed by crisis accommodation client feedback, staff reflection and program evaluation.

Undertake other duties as reasonably directed.

SELECTION CRITERIA

Demonstrated experience in leadership or management within domestic and family violence, crisis accommodation, or community services.

Strong understanding of domestic and family violence and trauma-informed practice.

Demonstrated experience delivering services within Aboriginal and/or Torres Strait Islander community contexts.

Ability to lead and support staff working in complex, high-pressure environments.

Experience in case management frameworks including risk assessment, safety planning and client advocacy.

Demonstrated ability to develop partnerships and work collaboratively with community stakeholders and service providers.

Strong organisational, reporting and program management skills. Demonstrated ability to manage set budget allocations, reporting requirements and contractual compliance.

Strong communication, leadership and problem-solving skills. Ability to work both independently and collaboratively in a multidisciplinary team environment.

Ability to maintain accurate records and use client databases and Microsoft Office systems.

Must obtain and keep a current Working with Children Clearance (WWCC) and a satisfactory national Criminal History Check.

Must obtain and maintain First Aid and CPR certification.

Possess a current ‘C’ Class NT Drivers Licence.

DESIRABLE

Ability to speak one or more local Aboriginal languages.

Tertiary qualification in social work, community services, psychology, or a related field.

Experience managing crisis accommodation or shelter services.
