Key responsibilities

• Influence and establish sound financial and budget management practices and disciplines across the Division, and maintain financial controls that support the effective management of financial obligations.
• Prepare and manage the operating budget, maintain financial data, and deliver Division-wide financial updates and budget reviews at least four times per year.
• Deliver external reporting obligations, including Senate Estimates briefs and Annual Report inputs.
• Produce management reports and dashboards that support decision-making and oversight of financial obligations.
• Provide costing services, advice and assurance, and give strategic advice on funding options, working collaboratively with stakeholders to achieve the best project outcomes.
• Monitor and approve expenditure, process invoice payments and ensure compliance with financial regulations; respond to audit requests as required.
• Coordinate financial governance requirements and actively promote compliance with financial management frameworks.
• Provide expert policy advice with a considerable degree of independence as a subject matter expert.
• Actively manage stakeholder relationships, identify expectations and concerns, and communicate methodologies and practices that achieve Branch outcomes.
• Attend monthly contract management and ad hoc governance meetings, produce monthly status reports supporting invoice verification, and undertake ongoing knowledge transfer and handover activities.

Essential criteria

• Master's degree in finance, commerce, business or a related discipline.
• Bachelor's degree in finance, commerce, business or a related discipline.
• Current NV1 clearance, with the candidate and Member accepting that any clearance upgrade costs are borne solely by the vendor.
• Willingness to work on site at Russell as required; flexible and work from home arrangements are subject to operational, security and Contract Authority approval.

SFIA Skills Sought:
The overall financial management, control and stewardship of the IT assets and resources used in the provision of IT services, including the identification of materials and energy costs, ensuring compliance with all governance, legal and regulatory requirements.

FMIT Level 4:
Monitors and maintains all required financial records for compliance and audit to all agreed requirements. Assists all other areas of IT with their financial tasks, especially in the areas of identification of process, service, project and component costs and the calculation and subsequent reduction of all IT service, project, component and process failures. Contributes to financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision making.
