About the role
About the Role:
Reporting to the Deputy Chief Finance Officer (DCFO) and forming part of a newly established finance leadership team, the Head of Financial Operations is a rare opportunity to join Victoria's Building and Plumbing regulator at a formative stage and contribute to the continued integration and maturity of a significant public sector organisation created through the merger of multiple entities and functions. As the BPC continues to establish itself and deliver on a broader reform agenda, the role will play a critical part in building a contemporary, scalable and high-performing finance function capable of supporting the organisation's future needs.
As one of three senior finance leaders reporting to the Deputy CFO, the Head of Financial Operations partners closely with the Head of Financial Planning & Performance and the Head of Actuarial Services to lead a team of approximately 10 finance professionals through four direct reports. The role is accountable for the delivery of financial and statutory accounting, accounts payable and receivable, debt recovery, treasury operations, financial reporting, finance systems and financial controls.
As a key member of the Corporate Services leadership group, the role provides leadership and authoritative advice on technical accounting, financial governance, compliance and risk management. The role will lead engagement with internal and external audit, manage the organisation's relationship with the Victorian Auditor-General's Office (VAGO), oversees annual financial statement audits and drives the continuous uplift of financial controls, governance frameworks and organisational financial maturity.
The role is also responsible for ensuring the accurate accounting and reporting of the domestic building insurance portfolio, including claims liabilities, insurance contract provisions and compliance with relevant accounting standards, including AASB 1023, AASB 17 and other applicable Australian Accounting Standards.
The Head of Financial Operations will be instrumental in delivering the next phase of the organisation's finance transformation, including finance system enhancements, process integration, automation initiatives, payment gateway improvements and continuous improvement programs. With significant opportunity to streamline processes, strengthen controls and embed best-practice finance operations, this role offers the chance to make a lasting contribution to the success of one of Victoria's most important regulatory reforms.
