Senior Business Analyst

Profectus is seeking an experienced Senior Business Analyst to lead a focused discovery and requirements engagement. You will define business, data, technical enablement and governance requirements, along with the opportunities, risks, constraints, dependencies and roadmap needed to support future legal, technical and delivery decisions. The engagement is requirements-focused and does not include system build, technical architecture, implementation or dashboard development.

Key ResponsibilitiesDefine requirements for a new early warning system and secure data environmentDefine business and operational use cases, including public-facing dashboards, internal system outputs and investigative use casesIdentify what operational and analytical teams require from the system, including risk signals, import and trade patterns, entity relationships and market indicatorsDetermine requirements relating to approved internal and external data sources, including national statistical, cargo and enterprise trade dataIdentify lessons, capabilities and use cases from related programs that may applyDefine governance, access, security, information management and auditability requirementsIdentify business requirements for secure data receipt, storage, access, analysis, reporting and governanceDefine requirements and dependencies to inform an updated inter-agency Memorandum of UnderstandingConsult and engage with stakeholders across operational, project, governance and data teamsIdentify and document risks, assumptions, constraints, dependencies and decisions required before future delivery activities beginValidate and prioritise requirements and develop a roadmap for future stages of the capability
Required ExperienceProven experience delivering business analysis, requirements discovery and roadmap development engagementsStrong ability to elicit, analyse, validate, prioritise and document requirementsExperience producing business, data, reporting, governance, access, functional and non-functional requirementsAbility to turn analysis into clear, decision-ready and procurement-ready artefactsExperience working with subject matter experts, decision-makers and project teams to define scope and outcomesSound understanding of data governance, access, security and information management requirementsAbility to manage scope and deliver outcomes within a time-boxed engagementStrong stakeholder engagement, facilitation and communication skills across technical and non-technical audiences
Desirable ExperienceExperience delivering requirements discovery for data intelligence, analytics or early warning capabilitiesExperience within Australian Government or similarly regulated environmentsFamiliarity with data-sharing arrangements and inter-agency governanceUnderstanding of secure data environments and analytics platforms
Security Clearance RequirementsMust be an Australian citizenMust hold a current Negative Vetting Level 1 (NV1) security clearance
