The Opportunity At Randstad, we are partnering with Jobs and Skills Australia (JSA) to source a highly capable Survey Manager. In this critical role, you will oversee survey operations and related assurance activities for Australia’s participation in the Programme for the International Assessment of Adult Competencies (PIAAC). Reporting to the PIAAC Delivery Program Director, you will ensure survey activities are delivered to agreed standards, timeframes, and policy requirements while supporting high-quality public data products.

What You Will Be Doing

• Survey Delivery & Design: Lead the design, delivery, and reporting of PIAAC results, ensuring robust methods and quality-assured data products for public release.

• Stakeholder & Vendor Management: Collaborate with the vendor, the OECD, and international consortiums to meet quality standards, milestones, and reporting requirements.

• Technical Guidance: Provide expert advice on the development and implementation of survey instruments, scripts, and respondent contact strategies for a face-to-face, tablet-administered survey.

• Quality & Fieldwork Oversight: Monitor fieldwork performance, manage response rates, resolve complex data issues, and reduce non-response bias.

• Data Governance: Ensure all survey data is managed in accordance with relevant regulations, policies, and best-practice data management guidelines.

What We Are Looking For

• Survey & Data Expertise: Strong background in survey design and management, encompassing data management, analysis, and governance.

• Project Management Skills: Demonstrated ability to deliver timely, high-quality outcomes in dynamic and complex project environments.

• Critical Thinking: Sound judgement and problem-solving skills, with the ability to assess risks, evaluate options, and resolve issues effectively.

• Stakeholder Engagement: Exceptional collaborative skills with the ability to work alongside a diverse range of stakeholders to deliver fit-for-purpose statistical outputs and reports.
