Mackay Regional Council is seeking a Development Engineer to support responsible growth across our region through the assessment of development and infrastructure-related matters. In this role, you will help deliver timely, consistent and high-quality development outcomes that support our community, industry and stakeholders.

About this opportunity

As a Development Engineer, you will provide engineering advice and assessment services across a diverse range of development matters. Working under general direction, you will assess applications and requests of varying complexity, including Material Change of Use (MCU) and Reconfiguring a Lot (ROL) applications, operational works matters, survey plan compliance and other development-related requests. You will ensure assessments are undertaken efficiently, consistently and in accordance with relevant legislation, standards and Council requirements.

This position is ideal for a civil engineering professional looking to apply their technical expertise within a local government environment. You will exercise sound engineering judgement, engage with a broad range of stakeholders and contribute to the delivery of safe, compliant and sustainable infrastructure outcomes across the Mackay region.

You will be part of a team that plays a key role in shaping development outcomes and ensuring infrastructure planning and delivery supports Mackay's future growth.

About you

You will be someone who enjoys technical assessment work, communicates clearly with customers and stakeholders,and can manage competing priorities while delivering practical, compliant engineering outcomes.

In this role, you will:

• Assess a range of development applications, engineering matters, survey plan compliance requests and customer enquiries of varying complexity in accordance with delegated authority, relevant legislation and Council requirements.
• Provide clear technical engineering advice on development applications, including input into information requests, conditions, correspondence, drawings and construction-related processes.
• Undertake site inspections, prepare reports and liaise with developers, consultants, contractors, statutory authorities, Council departments and members of the public.
• Contribute to timely and consistent application processing in line with Service Level Agreements and relevant legislative requirements.
• Support the quality of Council's donated assets through thorough assessment, documentation and practical engineering advice.
• Build cooperative working relationships with industry representatives, internal stakeholders and customers to negotiate practical and compliant engineering outcomes.
• Contribute to continuous improvement, including review and implementation of policies, procedures, development guidelines and specifications.
• Support a positive, safe and customer-focused team culture.

Essential qualifications, experience and skills

• Degree in Civil Engineering.
• Current Queensland "C" Class Driver Licence or interstate equivalent.
• Practical experience in civil engineering, including urban infrastructure.
• Strong ability to assess, determine and oversee engineering proposals, including roads, stormwater drainage and urban infrastructure, in accordance with legislative requirements.
• Ability to work autonomously, set priorities and organise work effectively to meet service delivery timeframes.
• Strong interpersonal and communication skills, including the ability to build rapport, prepare reports and technical advice, and communicate clearly both verbally and in writing.
• Customer-focused approach, with the ability to manage difficult situations, negotiate outcomes and resolve problems professionally.
• Thorough knowledge of engineering standards, guidelines and practices, with sound knowledge of civil engineering relating to land development.
• Well-developed computer skills, including the ability to use corporate systems and Microsoft Office products.

Desirable

• Experience in engineering within local government.
• Knowledge of Council's design and construction requirements, planning instruments and policies.
• Understanding of Queensland planning legislation, relevant planning instruments and associated development assessment rules.
• Experience working in a development assessment environment.
