About the role
Western Australia Return Recycle Renew (WARRRL) is the Scheme Coordinator for Containers for Change, leading Western Australia’s recycling revolution.
In just over five years, we have helped divert more than 5 billion containers from landfill, growing the container recovery rate from 33% to 66%, and supporting a diverse network of over 300 refund points. These refund points create meaningful employment through commercial operators, social enterprises, and not-for-profit organisations across the state.
Now two years into our strategic plan, WARRRL is focussed on delivering the next phase of impact.
Our vision is to create a circular economy for containers that delivers positive environmental and social outcomes for Western Australia.
The Opportunity
We are looking for an Enterprise Portfolio and Planning Lead to help WARRRL translate organisational strategy and priority initiatives into coordinated, well-governed and measurable outcomes.
You will lead WARRRL's portfolio governance approach and provide the frameworks, processes and visibility needed to prioritise initiatives, establish clear accountabilities and support organisational delivery. You will also develop practical project, change, innovation and continuous improvement approaches that help teams move effectively from ideas to implementation.
Working closely with the executive team and business leaders, you will help ensure strategic initiatives are appropriately prioritised, governed, monitored and supported from concept through to implementation. You will establish and maintain an enterprise view of strategic and priority initiatives, helping leaders understand progress, dependencies, risks, capacity constraints and decisions required across the organisation.
Business leaders remain accountable for delivering initiatives within their areas, supported by the governance, enterprise visibility and practical frameworks you provide.
The aim is to create enough structure to support good decisions, clear ownership and better outcomes, without adding unnecessary bureaucracy.
This is a new role within the Business Services department, working across the organisation and closely with the executive team, business leaders and specialist functions. About you
You are proactive, practical and genuinely interested in how organisations turn strategy into action.
You are comfortable moving between enterprise-level thinking and hands-on support, whether that means shaping a governance framework, facilitating a prioritisation discussion, coaching a project owner or helping a team adopt a new way of working.
You understand that frameworks only create value when people can understand them, use them and see the benefit. You can create clarity without over-engineering, provide constructive challenge where needed and keep work moving when priorities, information or solutions are still evolving.
More important than following one particular methodology is your ability to apply sound principles in a practical and proportionate way. You are collaborative, naturally curious and enjoy bringing people together to solve problems, improve delivery and achieve meaningful outcomes.

Key essential criteria include:
Experience in portfolio governance, enterprise planning and delivery, strategy implementation, a project or change management office, or a similar enterprise-focused role.
Experience establishing or maintaining an enterprise view of initiatives, including progress, dependencies, risks, benefits, capacity constraints and organisational priorities.
Demonstrated experience developing and applying practical project and change management methodologies, standards, tools and templates.
Experience translating strategy into aligned priorities, initiatives, operational plans, measures and accountabilities.
Experience assessing and prioritising initiatives or ideas based on strategic alignment, value, feasibility, risk, effort, dependencies and readiness.
Strong facilitation, stakeholder engagement and communication skills, with the ability to work effectively across executive, business and delivery teams.
Experience building organisational capability through coaching, training and practical guidance.
A proactive and adaptable approach, with the ability to create proportionate governance and work through ambiguity, competing priorities and changing organisational needs.
Experience in innovation, continuous improvement, benefits realisation or organisational performance is highly regarded.
