About NAAFLS

The North Australian Aboriginal Family Legal Service (NAAFLS) is an Aboriginal Community Controlled Organisation delivering culturally safe legal and support services to Aboriginal and Torres Strait Islander people experiencing domestic, family and sexual violence across the Top End.

With offices in Darwin, Katherine and Nhulunbuy, our work is grounded in cultural respect, community collaboration and self-determination. We provide holistic, wraparound support through our legal services, child protection and family law programs, Leaving Violence Program and Miyalk Safehouse, helping create safer futures for Aboriginal families and communities.

About the Role

NAAFLS’s Aboriginal Family Lead Decision Making (AFLDM) Program is a specialist program aimed at supporting Indigenous families involved with, or at risk of involvement with, the Northern Territory Department of Children and Families (DCF). The program provides culturally appropriate, strength-based early intervention and prevention support to Aboriginal families to address DCF concerns and supports families to identify suitable alternative care options for their children if they are unable to meet the needs of the department. The AFLDM Program works with the whole family to support them to understand and respond to the child protection concerns held by DCF and facilitates family-led decision-making processes so that families can make informed decisions that are in the best interests of their children.

The AFLDM Evaluation Officer builds and maintains the AFLDM Program’s monitoring, evaluation and reporting capability, turning the program’s day-to-day work into evidence that demonstrates impact. The role supports continuous improvement, contributes to organisational reporting, and builds the evidence base for future funding and continued investment in Aboriginal-led early intervention. The role works alongside NAAFLS’s other program-based data and evaluation positions to build consistent, culturally safe evaluation practice across the organisation, and reports to the AFLDM Coordinator.

KEY RESPONSIBILITIES

• Implement and maintain the AFLDM Program's monitoring and evaluation activities in accordance with the established M&E Framework and Theory of Change.
• Collect, manage and analyse quantitative and qualitative program data, ensuring the voices and perspectives of families and communities are accurately reflected.
• Act as the first point of contact for AFLDM reporting and the ActionStep data system and support team members to use the platform effectively.
• Develop and implement culturally appropriate evaluation tools and methods in consultation with families and communities.
• Support evaluation activities including surveys, yarning circles, case studies and stakeholder interviews.
• Prepare regular performance and evaluation reports for the AFLDM Coordinator, CEO, Board, funders and other stakeholders.
• Support reporting requirements under the National Access to Justice Partnership 2025–30.
• Work collaboratively with the AFLDM team to use evaluation findings to inform program planning, delivery and continuous quality improvement.
• Contribute evidence and insights to NAAFLS advocacy on legislative and policy reform.
• Build evaluation capability within the AFLDM team and community partners through mentoring, training and knowledge sharing.

We are looking for someone who combines strong data and evaluation capability with cultural awareness, excellent communication skills and a genuine commitment to working respectfully with Aboriginal and Torres Strait Islander communities.

Selection Criteria

Essential

• Demonstrated experience engaging effectively and respectfully with Aboriginal and Torres Strait Islander communities across diverse cultural contexts, upholding the principles of self-determination.
• Demonstrated experience in data collection, retrieval, cleansing and reporting, including advanced MS Excel skills (formulas, pivot tables, etc.).
• Skills in, or ability to quickly learn, Microsoft Power BI to connect data sources, clean and organise datasets, and automate data reports.
• Strong written and verbal communication skills, including the ability to develop clear, concise and culturally appropriate reports and presentations for diverse audiences.
• Highly organised and thorough, with strong attention to detail.
• Ability to take on a variety of diverse tasks, adjust to shifting priorities and respond quickly when situations change.
• Strong organisational, time management and planning skills, with an ability to work autonomously, within a team, and as directed.
• Understanding of, or strong commitment to, Indigenous Data Sovereignty principles and culturally safe data practices.
• Basic understanding of the NT child protection system and the issues faced by Aboriginal families.
• A comprehensive understanding of confidentiality and issues relating to family violence.
• Must obtain a Working with Children Clearance (WWCC) and a clear Criminal History Check.

Desirable

• Tertiary qualification in Social Science, Statistics, Public Health, Evaluation or a related field.
• Experience in reporting software including DEX, Actionstep and Power BI.
• Experience developing and/or implementing evaluation plans, methodologies and tools appropriate for Indigenous contexts.
• Experience working within an Aboriginal Community Controlled Organisation or domestic and family violence service provider.
