Development Manager - Mixed-Use Projects

Position Summary: The Development Manager is responsible for Managing Perdaman’s housing (Project Vesta), mixed-use, hotel development, and other design and development commercial/residential/rental projects as they arise from concept through planning, management, design, approvals, construction, commissioning, defects and handover. The role ensures projects are delivered safely, on time, within budget, and in accordance with quality, regulatory, and commercial objectives.
Key Responsibilities:Development Management- Manage the full project lifecycle from Site acquisition and feasibility assessment to project completion and you will work closely with Investment & Finance team.- Prepare and review development strategies, business cases, and project execution plans.- Coordinate project planning, design development, statutory approvals, and stakeholder engagement.- Monitor project performance against budget, schedule, scope, and quality requirements.Project Planning & Delivery- Lead multidisciplinary project teams including architects, engineers, planners, consultants, and contractors.- Develop and maintain project schedules and key milestone programs.- Identify project risks and implement mitigation strategies.- Ensure compliance with development approvals, permits, and regulatory requirements.Financial Management- Prepare project budgets, cash flow forecasts, and financial reports.- Monitor project expenditures and manage cost control processes.- Review feasibility studies and investment analyses to maximize project returns.- Manage variations, claims, and contractual obligations.Contract & Procurement Management- Coordinate tendering and contractor selection processes.- Negotiate and administer consultant and construction contracts.- Monitor contractor performance and ensure contractual compliance.- Manage procurement strategies for project delivery.Stakeholder Management- Liaise with government authorities, regulatory agencies, utility providers, and community stakeholders.- Maintain effective communication with investors, project partners, tenants, hotel operators, and senior management.- Prepare project status reports and executive presentations.Construction Management- Oversee construction activities to ensure adherence to quality, safety, environmental, and operational standards.- Conduct site inspections and monitor project progress.- Ensure timely commissioning, defects management, and project handover.
Qualifications & Experience:- Bachelor’s degree in construction management, Property Development, Project Management, or a related discipline.- Minimum 8-10 years' experience in property development, or project delivery.- Demonstrated experience delivering residential, mixed-use, and/or hotel developments.- Strong understanding of planning approvals, development processes, and construction contracts.- Professional certifications such as PMP, PRINCE2, RICS, or equivalent are desirable.

Working Conditions:- Perth, WA office-based role.- Regular travel to project sites Will be required.
