The Financial Reporting Group
The Financial Reporting Group is made up of two teams, Accounting Policy and Consolidated Reporting and Analysis. The Group is responsible for managing the preparation and delivery of the financial reporting aspects of key DTF products. These include the State’s annual Budget Papers, Annual Financial Report for the State of Victoria, Mid-Year Financial Report, Quarterly Financial Reports and Budget Update.
The Group also manages and supports the State’s financial reporting framework and whole-of-state financial information management systems, supporting financial reporting across the Victorian public sector. In addition, the Group provides expert advice on accounting and financial reporting issues to support informed government decision-making and ensures the State meets its parliamentary and statutory reporting obligations.
About The Role
The Manager, Accounting Policy is a DTF and sector-wide leadership role, supporting the Director, Accounting Policy to drive and facilitate financial reporting excellence within the Victorian public sector.
Key responsibilities of this role include leading the end-to-end management of complex financial reporting and reform projects and providing strategic and commercially-grounded accounting advisory services to senior executives and stakeholders across the Victorian Public Sector, leading the planning and implementation of new and amended accounting standards for Victorian public sector, managing finance capability building initiatives, managing key internal and external stakeholder relationships on financial reporting policy matters, contributing to Victoria’s sustainability reporting framework development and implementation and the independent quality assurance on the State’s major financial publications.
Key Accountabilities
Provide strategic and commercially-grounded technical accounting advisory services to senior executives and stakeholders across the Victorian Public Sector on the financial reporting impacts of major initiatives, transactions and policy changes;Lead the end-to-end management of complex financial reporting and reform projects, including planning, governance, stakeholder coordination, implementation oversight and delivery of strategic outcomes;Drive and contribute to financial reporting capability uplift initiatives focused on training, project delivery, governance, stakeholder engagement and financial reporting reform across the Victorian public sector;Oversee the development and execution of implementation strategies, guidance materials, governance processes and sector support programs associated with new financial reporting and accounting requirements;Coordinate whole-of-sector responses to emerging financial reporting changes and challenges and, ensuring project priorities, dependencies and delivery risks are effectively managed;Drive strategic engagement across departments, portfolio entities and auditors to support alignment, consultation and successful delivery of key initiatives;Contribute to the Heads of Treasury Accounting and Reporting Advisory Committee (HoTARAC), including liaising with other jurisdiction representatives on accounting and reporting issues, coordinating HoTARAC submissions to standard setters and other matters;Contribute to broader organisational priorities, including sustainability reporting implementation, strategic policy initiatives and continuous improvement activities across the team and organisation; andFoster a collaborative, delivery-focused and high-performing team culture through coaching, leadership, knowledge sharing and effective people management practices.
Mandatory Requirements
Tertiary qualification in finance, accounting, business, or other related discipline; andFull membership of either CPA Australia or the Chartered Accountants Australia and New Zealand
