Are you an experienced civil engineer ready to drive key development and infrastructure outcomes? Randstad is currently seeking a Development Engineer for a role based in Southern Tasmania.

This local government authority plays a vital role in supporting community and economic growth across a vast, picturesque Tasmanian municipality covering over 4,000 square kilometers. Reporting directly to the General Manager, you will lead the technical evaluation and engineering assessments for complex land use development applications, subdivision works, and urban drainage infrastructure within the municipality.

You will be the technical authority who helps with statutory planning requirements and civil engineering best practice, turning complex legislative frameworks into actionable design standards, robust flood mitigation strategies, and sustainable stormwater management programs.

• Development & Assessment: Efficiently assess development engineering applications, building requirements, and construction drawings against statutory standards and planning scheme parameters within required timeframes.
• Stormwater & Catchment Planning: Lead strategic planning for stormwater assets and waterways under the Urban Drainage Act 2013, developing flood studies, mapping, and capital works programs to meet hydraulic and environmental standards.
• Stakeholder Negotiation: Serve as the primary engineering liaison with developers, community members, government departments, and tribunal hearings to achieve optimal planning and infrastructure outcomes.
• Operational & Risk Governance: Manage administrative functions regarding bonds and bank guarantees, oversee operational budgets, and contribute actively to emergency management frameworks and risk mitigation practices.

You will be a clear communicating engineering leader who operates effectively in dynamic environments, possessing strong technical decision making skills and a collaborative approach to community engagement.

To be considered for this role you will:

• Hold a Bachelor's Degree in Civil Engineering and having project management qualifications are highly desirable.
• Demonstrate strong expertise in interpreting and applying local government development engineering standards, planning scheme rules, and civil design codes.
• Possess a proven background managing capital works, project budgets, and technical review processes within a local government, public sector, or private consultancy context.
• Have strong verbal and written communication skills
