Public Space Operations, through its Contracts Management function, delivers a wide range of contract-based services across the city, supporting clean, safe and well-maintained public spaces.

The Role

As the Contracts Manager Planning and Analytics, you will lead the Planning and Analytics function for contract services within Public Space Operations.

You will lead a team responsible for operational planning, scheduling integrity, data management, forecasting, procure to pay controls, dashboards and reporting. The role will support consistent, timely and evidence-based decision making across the PSO contracts portfolio.

You will ensure that service plans, schedules, financial inputs and reporting outputs are accurate, timely and aligned to business needs, enabling effective outcomes across the team’s Plan, Do, Check, Act operating model.

In this role you will:

• Lead planning, scheduling and data management activities across contract services, ensuring service plans, registers and work schedules are accurate and aligned with operational requirements.
• Oversee reporting and dashboard activities, including data integrity, performance insights and continuous improvement of reporting tools and methods.
• Lead budget build and forecasting activity for external contract spend, including variance analysis and financial insight to support decision making.
• Oversee procure to pay controls, including purchase order, receipting and payment related processes, working with Finance, Accounts Payable and Procurement.
• Lead contractor engagement at the planning stage, including service plans, schedules, data exchange, start-up readiness and close out requirements.
• Work closely with Contracts Management Delivery and Performance, Governance, and Customer and Stakeholder teams to support integrated service outcomes across the contracts operating model.
• Identify trends, risks and opportunities through data analysis and provide clear advice to support leadership oversight and continuous improvement.
• Build capability across the team in planning methods, SAP, GIS, reporting tools, dashboards and data storytelling.

To be successful, you will bring:

• Demonstrated leadership capability aligned to Council’s Leadership Blueprint, including setting standards, building capability and supporting performance excellence.
• Experience leading planning, budgeting or performance analytics for service contracts, with a focus on accuracy, timeliness and insight.
• Strong understanding of data management, reporting, dashboards and performance measures in a complex operational environment.
• Experience coordinating procure to pay controls, including approvals, purchase order activity, receipting and exception management.
• Well developed written and verbal communication skills, including the ability to translate data and operational information into clear advice for leaders and stakeholders.
• Strong stakeholder skills, with the ability to work effectively with contractors, internal teams, Finance, Procurement and operational leaders.
• Demonstrated experience leading continuous improvement initiatives that improve consistency, reporting quality and service outcomes.

While not mandatory, a qualification in procurement, contracting, business, finance, analytics or a related discipline will be highly regarded.
