JOB DESCRIPTION

This is an exciting opportunity for an experienced HR Business Partner to join our People and Culture Team.

We're looking for a HR Business Partner who thrives on building trusted relationships, influencing leaders, and delivering practical people solutions that drive organisational success. In this role, you'll partner closely with leaders to strengthen team performance and contribute to key strategic workforce initiatives.

Previous experience supporting a highly unionised workforce would be advantageous.

Key responsibilities:

• Provide strategic people and organisational development advice to Directors, Managers and Coordinators to support service delivery and achievement of Council's objectives.
• Build strong, proactive relationships with leaders to ensure HR is embedded as a trusted partner in operational decision‑making.
• Deliver high‑level guidance across workforce planning, organisational design, workplace relations, change management, performance and talent development.
• Offer expert advice in a highly unionised environment, including Award interpretation, legislative compliance, grievances and disciplinary matters.
• Support and coach leaders to strengthen people‑management capability through mentoring, training and practical guidance.
• Drive contemporary people and culture initiatives aligned with the Delivery Program, Operational Plan and Workforce Management Plan.
• Analyse workforce data and HR metrics to identify cost, efficiency and performance improvement opportunities.
• Manage sensitive and complex people matters with sound judgement, empathy and discretion.
• Implement effective workplace change programs that minimise risk and support constructive cultural outcomes.
• Provide advice across key HR functions including talent acquisition, EVP, performance, culture, HR technology and reward programs.
• Develop innovative HR solutions that address business needs within resource constraints and competing priorities.

ABOUT YOU

The successful applicant:

• Tertiary qualifications in a relevant discipline and/or extensive job-related experience in workplace relations or human resources.
• Class C Driver Licence.
• Generalist HR management experience including workforce planning, talent engagement, change management, and workplace design.
• Experience in coaching, influencing and partnering with people leaders to achieve sound organisational outcomes.
• Experience in using a flexible approach to problem solving and capacity to apply relevant best practice principles in service delivery.
• Extensive knowledge and understanding of contemporary people and organisational development practices, issues and trends and application in the workplace including relevant legislation and policies.
• Knowledge and skills in strategic planning on workforce related matters and how specific initiatives improve workforce performance to deliver business goals.
• Demonstrated high level communication (verbal and written), interpersonal and negotiation skills.
• Demonstrated strong coaching, influencing and motivation skills, with the ability to influence and gain cooperation and assistance from others as required.
• Desirable: Proven experience in workplace and industrial relations.
