The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

The Government Services Policy and Strategy Division 
The Government Services Policy and Strategy Division provides expert policy advice helping set the strategic direction and reform agenda of the Department of Government Services and the government services portfolio. The Division is responsible for policy and strategy advice in relation to digital, emerging technology, identity, shared services, procurement, accommodation, cyber and telecommunications. About the role
The role of Manager, Policy and Strategy (Digital) provides strategic leadership on policies and strategies that advance the Department of Government Services’ mission to modernise government services, strengthen customer-centred delivery, and support digital transformation.

Managers are accountable for leading the development of priority government policies and strategies within their branch. Working closely with their Director, Managers lead delivery and support work across the full cycle of policy and strategy, including development, implementation and evaluation. Where required, this includes contributing to initiatives that have cross‑portfolio impacts aligned with Government-wide priorities.

Managers’ remit will focus on delivering the specific priorities within their own Branch. In addition, Managers will collaborate with colleagues and executives across the Division on defined priority projects contributing their policy, strategy and reform expertise across diverse subject matter areas within the Government Services portfolio priorities. This includes leading cross-divisional teams to deliver this work.

Managers are accountable for leadership, coaching and capability development for a high‑performing team, fostering a culture that supports innovation, adaptability and continuous improvement. Managers actively support collaboration between their direct reports and other teams across the portfolio. Managers contribute to whole‑of‑portfolio planning and decision‑making.

Managers build and maintain strong relationships at senior levels with a diverse range of stakeholders, such as external service providers, peak bodies, client departments and agencies.

Key Accountabilities

• Lead the development, implementation and evaluation of policies and strategies that deliver Government Services strategic priorities and enables modern, scalable and customer-centred government services.
• Oversee, coordinate and deliver key projects and work programs that contribute to improved service delivery, operational efficiency and/or digital capability uplift.
• Deliver authoritative, outcomes-focused advice to senior executives and decision makers.
• Identify, build and maintain productive relationships at senior levels to achieve effective outcomes with key stakeholders.
• Lead and support people through formal reporting relationships including managing performance, capability development and wellbeing. Set direction, coordinate and supervise cross-functional teams to respond to priorities or deliver defined projects.
• Champion continuous improvement, innovation and organisational alignment.
