Senior Purchasing Officer - Contracts and Tendering

The Opportunity:

• Full-Time | Fixed-Term contract of employment until 23 April 2027. This is a parental leave cover.
• PW6 $88,255 - $94,738 per annum pro rata + 12% super + leave loading (dependent on qualifications and experience)
• Chadstone Campus – onsite parking with close proximity to public transport

The Purchasing Licensing and Leasing department is responsible for managing procurement, tendering, contract administration, leasing and licensing activities across Holmesglen. The department supports the Institute's operations by ensuring purchasing processes are efficient, cost-effective and compliant with legislative and regulatory requirements.

Holmesglen Institute is seeking a Senior Purchasing Officer - Tendering & Contracts to join our Office of the Chief Financial Officer on an 8-month fixed-term contract. This is an exciting opportunity to play a key role in supporting the Institute's procurement and contract management functions, while contributing to the implementation of a new Contract Management System.

Reporting to the Purchasing, Leasing and Licensing Manager, you will provide specialist support across tendering, procurement compliance and contract management activities.

A key focus of this role will be coordinating procurement and tendering processes across the Institute, ensuring compliance with Victorian Government and Holmesglen procurement requirements, while leading the implementation and population of Holmesglen's new TechnologyOne Contract Management System. You will also work closely with managers across the organisation to support effective contract management practices and compliance.

As the Senior Purchasing Officer, you will:

• Leading the implementation and population of a new Contract Management System (TechnologyOne).
• Coordinating the preparation of tender documentation for goods, services and construction procurements.
• Ensuring tendering activities are compliant with Victorian Government and Holmesglen procurement policies and procedures.
• Supporting the ongoing management of Institute contracts and contract management processes.
• Providing advice and support to stakeholders on procurement, tendering and contract management requirements.
• Assisting with procurement reporting, compliance monitoring and continuous improvement initiatives.

To be successful, you’ll have:

• Demonstrated experience managing tender and procurement processes within a complex organisation.
• Strong knowledge of procurement governance, compliance and contract management principles.
• Experience implementing, maintaining and administering contract management systems, including system configuration, data management, reporting and user support.
• Demonstrated ability to work independently, manage multiple priorities and deadlines, and build strong stakeholder relationships while coordinating projects and delivering outcomes.
• Strong written communication skills, including the preparation of reports and procurement documentation.
• Degree in Business or a related discipline, or an equivalent combination of relevant experience and qualifications.

Experience managing tenders within Victorian Government agencies, local government councils, universities or TAFEs will be highly regarded.

WWCC and Police Check:

Appointment to this position is dependent on obtaining a Victorian ‘employee’ Working with Children Check, and a valid Police Check within the last 12 months.
