About the Role:
The position contributes to an outcomes‑focused and value‑adding culture where accountability for delivering Council’s Corporate Plan and policies is shared across leaders and staff. The role also supports business continuity by following reasonable directions to maintain critical operations during unplanned disruptions, including disasters or significant events.
A core responsibility of the role is the efficient management of the end‑to‑end tender process and contract management with a significant focus of Information Technology (IT) and digital services contracts.
This includes reviewing and preparing tender scopes and technical documentation for ICT goods and services, establishing appropriate tender approaches, managing procurement processes; assessing and recommending submissions; and engaging contractors in consultation with ICT, cyber security, and business stakeholders to ensure alignment with Council standards, architectures, security requirements, and governance frameworks.
The Contract Manager is responsible for planning and monitoring contract administration activities, including cost control, forecasting, financial reporting, and procurement arrangements. This includes managing contracts with a strong technology or digital services component to ensure value for money, continuity of critical IT services, service availability, and delivery of agreed outcomes while maintaining required service levels, security, and compliance obligations.
The role ensures that contract deliverables meet stakeholder expectations through structured communication, reporting, governance forums, and performance monitoring. It involves identifying efficiencies and opportunities for improvement across technology contracts, managing contract‑related risks (including operational, cyber security, and technology lifecycle risks), developing and implementing mitigation measures, and resolving contract issues. The position is also responsible for managing vendor performance, including the monitoring of service level agreements, and supporting service providers to deliver outcomes aligned with Council’s objectives, digital strategy, and values.
The Contract Manager provides guidance to internal staff on effective contract management practices, with particular focus on engagements involving IT, digital platforms, and technology‑enabled services, and supports consistent application of contractual, financial, risk, and governance principles across Council.
