About the role
The Independent Health and Aged Care Pricing Authority (IHACPA) is seeking APS6 Data Analysts and Data Engineers, and EL1 Data Managers and Data Engineers to join our Costing, Data and Infrastructure Branch. These roles provide an opportunity to contribute to the management, engineering and analysis of nationally significant health and aged care data that supports evidence-based pricing, funding and policy decisions.
Working in a collaborative and innovative environment, you will help deliver high-quality data solutions, strengthen data governance and reporting practices, and contribute to projects that improve health and aged care outcomes for Australians. We are looking for professionals with strong technical, analytical and stakeholder engagement skills who are committed to delivering quality outcomes.
The key duties of the position include:We are seeking candidates to work in the field of data management, data engineering and data analysis.
Depending on the focus and level of the role, your responsibilities may include:
The responsibilities of roles at the Executive Level 1 level may include:
• Managing IHACPA’s data collections and associated processes, including data acquisition, analysis, validation, monitoring, information security and reporting for internal and external stakeholders.
• Overseeing data submission activities within IHACPA’s Secure Data Management System, including submission automation, data quality management and data realignment activities as required.
• Developing, maintaining and improving technical tools, processes and documentation to support data validation, quality assurance and efficient data management practices.
• Designing, developing and maintaining cloud-based data pipelines, data models and analytical workflows to support data integration, reporting and advanced analytics requirements.
• Supporting the modernisation of existing analytics and data processing solutions by implementing cloud-based technologies, improving documentation, and providing technical guidance and support to stakeholders during system and process changes.
• Working with stakeholders to implement data standards, business rules and guides so data is properly captured and interpreted by the end user for reporting and analysis.
• Contributing to the development and implementation of data management policies, procedures, standards and work practices that support IHACPA’s data governance objectives.
• Working closely with internal and external stakeholders to deliver data products, reporting requirements and business outcomes across a range of projects and initiatives.
The responsibilities of roles at the APS Level 6 level include:
• Supporting the end-to-end data lifecycle, including data acquisition, extraction, transformation, validation, storage, analysis and secure delivery of high-quality datasets.
• Developing, maintaining and enhancing data solutions, including cloud-based data pipelines, data models, analytical workflows, and SAS/SQL processes that support reporting and business requirements.
• Performing data quality assurance and monitoring activities, ensuring the accuracy, completeness, integrity and reliability of IHACPA's data holdings and services.
• Contributing to the development and implementation of data warehouse capabilities, data management frameworks, metadata standards and technical documentation.
• Providing technical support and advice to internal and external stakeholders on data management, reporting, analytics, information security and governance requirements.
• Preparing, validating and securely delivering approved datasets and data products, supporting organisational project, policy and reporting needs.
• Applying IHACPA’s governance frameworks and policies.
EligibilityTo be eligible for employment with the Department of Health, Disability and Ageing, applicants must be an Australian citizen at the time an offer of employment is made.
An applicant’s suitability for employment with Health will also be assessed through a variety of pre-employment check processes, such as:
• Satisfactory completion of a criminal history check, and where relevant, a Working with Children and Vulnerable People Check,
• Completion of a medical declaration and pre-employment medical (where required),
• Providing evidence of qualifications (where required).
To be eligible for these roles, applicants must possess the following qualifications and experience:
• Tertiary qualification in data management, data engineering or related discipline.
• Experience in programming languages and tools, such as SAS, SQL or Python. OR
• Experience with cloud-based services, preferably with AWS data services including Amazon Redshift and AWS Glue: OR
• Experience working with large and complex data sets to manage and support scalable data solutions, in a health care or aged care context.

This recruitment process is being used to fill both ongoing and non-ongoing positions. Non-ongoing positions will be offered on a specified term basis for an initial period of up to 12 months with the possibility of being extended (this will not exceed a total of 24 months in the same or similar role).
Getting to know the Independent Health and Aged Care Pricing AuthorityThe Independent Hospital Pricing Authority (IHPA) was established under the National Health Reform Act 2011 (NHR Act) (Cwlth) to improve health outcomes for all Australians. Its primary responsibility has been to enable the implementation of national activity based funding of public hospital services through the annual determination of the national efficient price and national efficient cost. These determinations play a crucial role in calculating the Commonwealth funding contribution to Australian public hospital services, and offer a benchmark for the efficient cost of providing those services as outlined in the National Health Reform Agreement. On 12 August 2022 amendments to the NHR Act came into effect changing IHPA’s name to the Independent Health and Aged Care Pricing Authority (IHACPA) and expanding its role to include the provision of costing and pricing advice on aged care to the Commonwealth Government.
