About the role
The Independent Health and Aged Care Pricing Authority (IHACPA) is looking for talented professionals to join our Costing, Data and Infrastructure Branch. We are seeking APS6 Project Officers and EL1 Project Managers to contribute to projects that support the evidence-based costing of hospital and aged care services, helping inform national pricing and funding arrangements across Australia.
These roles offer the opportunity to work on complex and meaningful projects involving data, policy and stakeholder engagement.
You will collaborate with a diverse range of experts, provide high-quality advice, support project delivery and contribute to improving the health and aged care system through robust analysis, governance and evidence-based decision-making.
The key duties of the position include:There are many interesting and challenging roles within the Costing and Data Infrastructure Branch.
Roles are available at each of the following classification levels:
• Executive Level 1 - Project Manager
• APS Level 6 - Project Officer
This is an indicative list of roles at these levels. Similar roles may also be available.
As a Project Manager (EL1), your responsibilities may include:
• Leading the planning, management and review of projects that contribute to the evidence-based costing of hospital and aged care services.
• Providing leadership by guiding team members, managing competing priorities, overseeing project delivery and providing strategic advice on complex issues.
• Identifying project risks, dependencies and issues, and supporting timely resolution
• Overseeing the coordination of data collection, validation, quality assurance and reporting activities.
• Supporting costing studies, data analysis and the development of technical advice.
• Preparing project plans, status reports, briefs and other written material.
• Engaging with internal and external stakeholders, including government agencies, service providers, consultants and advisory committees.
• Supporting contract management, procurement activities and oversight of external providers
• Contributing to data governance, privacy, confidentiality, data security, policy and standards development.
• Supporting IHACPA’s Executive and committees by explaining technical issues clearly and providing evidence-based advice.
• Developing technical papers for the Pricing Authority (IHACPA’s governing board) and statutory advisory committees.
• Providing specialist advice to IHACPA working groups and working with stakeholders on technical issues.
• Supporting IHACPA’s Executive in explaining technical issues to external stakeholders.
As a Project Officer (APS6), your responsibilities may include:

• Assisting with the coordination of data collection, validation, quality assurance and reporting activities.

• Assisting with the preparation of project plans, status reports, briefs and other written material.
• Assisting with the engagement of internal and external stakeholders, including government agencies, service providers, consultants and advisory committees.
• Supporting contract management, procurement activities and oversight of external providers
• Contributing to data governance, privacy, confidentiality, data security, policy and standards development.
• Providing support to IHACPA’s Executive and committees by explaining technical issues clearly and providing evidence-based advice.
• Developing or contributing to technical papers for the Pricing Authority (IHACPA’s governing board) and statutory advisory committees.
• Providing or supporting specialist advice to IHACPA working groups and working with stakeholders on technical issues.
• Supporting IHACPA’s Executive in explaining technical issues to external stakeholders.
EligibilityTo be eligible for employment with the Department of Health, Disability and Ageing, applicants must be an Australian citizen at the time an offer of employment is made.
An applicant’s suitability for employment with Health will also be assessed through a variety of pre-employment check processes, such as:
• Satisfactory completion of a criminal history check, and where relevant, a Working with Children and Vulnerable People Check,
• Completion of a medical declaration and pre-employment medical (where required),
• Providing evidence of qualifications (where required).
To be eligible for these roles, applicants must possess the following qualifications and experience:
• Tertiary qualifications in a relevant discipline (or equivalent professional experience).
• Experience in project management, preferably within a health care or aged care context that involved data collection and analysis, stakeholder engagement, procurement, and contract management.

This recruitment process is being used to fill both ongoing and non-ongoing positions. Non-ongoing positions will be offered on a specified term basis for an initial period of up to 12 months with the possibility of being extended (this will not exceed a total of 24 months in the same or similar role).
Getting to know the Independent Health and Aged Care Pricing AuthorityThe Independent Hospital Pricing Authority (IHPA) was established under the National Health Reform Act 2011 (NHR Act) (Cwlth) to improve health outcomes for all Australians. Its primary responsibility has been to enable the implementation of national activity based funding of public hospital services through the annual determination of the national efficient price and national efficient cost. These determinations play a crucial role in calculating the Commonwealth funding contribution to Australian public hospital services, and offer a benchmark for the efficient cost of providing those services as outlined in the National Health Reform Agreement. On 12 August 2022 amendments to the NHR Act came into effect changing IHPA’s name to the Independent Health and Aged Care Pricing Authority (IHACPA) and expanding its role to include the provision of costing and pricing advice on aged care to the Commonwealth Government.
