The Senior Project Officer is responsible for ensuring that the NSWALC policies and procedures are interpreted and implemented effectively. Provide sound advice to LALCs under the provisions of the ALRA as amended and monitor and manage the efficient use of resources.

About the role

We are seeking a committed and experienced Senior Project Officers to support Local Aboriginal Land Councils (LALCs), provide robust advice, lead critical projects, and contribute to improving community outcomes throughout the Northern Region in NSW.

Key Outcomes / Accountabilities for the Senior Project Officer

• Assisting in establishing effective policies, procedures, reporting and internal controls for LALCs to enable them to operate efficiently and effectively in compliance with the ALRA and NSWALC policy.

• Assessment of LALC Community Land and Business Plan (CLBP’s) including providing advice and guidance.

• Assessment of LALC community benefit schemes including residential accommodation.

• Assisting the NSWALC and the individual LALC’s in identifying and developing the progress of Land Development, Business and other Economic Development opportunities across the Zone.

• Assisting the NSWALC and the individual LALC’s in identifying and managing social and culture and heritage issues/programs.

• Compliance with the NSWALC Funding Agreement, legislative timeframes.

• Presenting and facilitating NSWALC suite of training packages including mandatory governance training.

• Establishing sound rapport with LALC's, travelling widely across the Zone and providing on-the-spot assistance and guidance for LALCs including attendance at LALC meetings.

• Acting in accordance with NSWALC policies and procedures, including WHS obligations at all times applying high standards of probity and ethical behaviour.

• Operating within a team environment.

• Providing critical advice to other Business Units within the NSWALC.

Essential Criteria:

• Aboriginality - this is an identified position under Section 14 (d) of the Anti-Discrimination Act 1977.

• Comprehensive knowledge of the cultural practices, values and issues that affect Aboriginal people and communities in today's society.

• Tertiary qualification and/or experience in a senior project/program management role.

• Demonstrated high level of management and leadership skills with the ability to coordinate diverse functions and meet client needs within policy and legislative framework.

• Excellent oral and written communication skills including the capacity to negotiate and mediate.

• Demonstrated experience in the interpretation and implementation of legislation and program delivery preferably relating to Aboriginal people.

• Advanced project management and financial literacy skills.

• Demonstrated experience in policy formulation, implementation and review.

• Demonstrated experience in research, analytical and problem-solving skills.

• Ability to travel throughout the Zone in support of Aboriginal Land Councils.

• Current NSW Driver's Licence.

DESIRABLE CRITERIA 

• Knowledge of the Aboriginal Land Rights Act 1983 (NSW).
