About Good Neighbours

Good Neighbours is an international development NGO founded in 1991 for the purpose of reducing poverty in some of the most marginalised communities around the world. It implements programs and projects to protect the rights of children and support vulnerable populations, helping them achieve self-reliance and rebuild hope.

Good Neighbours Australia (GNAU), established in 2018, supports programs across education, health, nutrition, water and sanitation, economic empowerment, and humanitarian relief, while also responding to needs within Australian communities.

GNAU is a member of the Australian Council for International Development (ACFID), registered with the Australian Charities and Not-for-profits Commission (ACNC), and holds Deductible Gift Recipient (DGR) and Public Benevolent Institution (PBI) statuses.

Position Overview

The Finance and Human Resource Manager is responsible for leading the organisation's financial management, human resources, and administrative functions, ensuring the effective delivery of operational support across Good Neighbours Australia's national and international programs. The role oversees financial planning, budgeting, grant management, compliance, reporting, and organisational administration while supporting the efficient day-to-day operations of the organisation.

Key Responsibilities

• Lead the financial management of Good Neighbours Australia's international and domestic programs, including budgeting, forecasting, cash flow monitoring, financial reporting, grant acquittals, and expenditure analysis.
• Ensure compliance with donor funding agreements, including the Australian NGO Cooperation Program (ANCP), by maintaining robust financial controls, supporting audits, monitoring compliance obligations, and identifying financial risks and variances.
• Review and analyse financial reports submitted by international partners, provide guidance on financial management and compliance requirements, and support partner capacity-building through training and ongoing mentoring.
• Oversee the Donor Administration function, ensuring the accurate processing of donations, receipting, CRM database management, banking reconciliations, fundraising reporting, and donor data integrity.
• Manage the organisation's human resources and administrative functions, including recruitment, onboarding and offboarding, staff and volunteer administration, policy and procedure management, meeting coordination, and executive administrative support.
• Oversee the planning and coordination of In-Kind (IK) and logistics operations, including freight and shipping arrangements, customs documentation, inventory management, partner liaison, shipment tracking, and import/export compliance.
• Develop, review, and improve financial, administrative, and operational systems and processes to enhance organisational efficiency, compliance, and risk management.
• Build and maintain effective working relationships with staff, international country offices, donors, funding bodies, logistics providers, auditors, and external stakeholders to support strong governance and successful program delivery.
• Provide leadership, supervision, and mentoring to administrative staff, fostering a collaborative, high-performing, and service-oriented team.
• Undertake other duties and projects as directed by the Executive Director, contributing to the achievement of Good Neighbours Australia's strategic objectives.

Key Skills and Experience

• Minimum of 5+ years' experience in finance, grants management, program finance, or corporate services within the not-for-profit, international development, or humanitarian sector.
• Demonstrated experience managing financial aspects of donor-funded programs, including budgeting, forecasting, financial reporting, grant acquittals, cash flow monitoring, and expenditure analysis.
• Strong knowledge of donor compliance requirements, with experience managing grants funded by institutional donors, preferably including the Australian NGO Cooperation Program (ANCP), DFAT, or other government and philanthropic funding bodies.
• Proven experience reviewing partner financial reports, supporting financial compliance, coordinating audits, and implementing sound financial controls and risk management practices.
• Experience managing administrative and operational functions, including human resources administration, policy implementation, office management, and organisational support.
• Demonstrated leadership or supervisory experience, with the ability to manage, mentor, and support administrative staff while fostering a collaborative and high-performing team environment.
• Experience coordinating logistics, freight, customs, shipping, or In-Kind (IK) programs, including managing shipping documentation and stakeholder liaison, is highly desirable.
• Advanced Microsoft Office skills, particularly Excel, with strong analytical, reconciliation, reporting, and problem-solving capabilities.
• Excellent organisational skills with the ability to manage multiple priorities, meet deadlines, and maintain a high level of accuracy and attention to detail.
• Outstanding written and verbal communication skills, with the ability to build effective relationships with donors, funding bodies, international partners, staff, volunteers, auditors, and external stakeholders.
