About the team
This role sits within the Executive division and reports directly to the Chief Operating Officer. Working closely with senior executives, operational leaders, clinicians, finance, business intelligence and health information professionals, the team provides strategic analysis and decision support that enables Peter Mac to optimise operational performance, improve sustainability and strengthen its position within a complex healthcare funding environment.
About the role
This newly created senior leadership role provides executive-level strategic advice, analysis and decision support to optimise organisational performance in a complex operational and health funding environment. Leveraging internal and external data sources, you will translate complex activity, funding, revenue, casemix and cost information into practical insights and improvement opportunities that support Peter Mac's ongoing sustainability and strategic ambitions.

Position Summary

Essential requirements
• In depth experience in health service funding models, ABF/NWAU/WAU, MBS, clinical costing and executive and Board-level reporting.
• Demonstrated experience in using data to develop business cases, inform service planning, and model financial and operational impacts
• Demonstrated success in clinical and operational engagement
• Demonstrable experience in leading and scaling complex improvement programs
• Experience in producing and interpreting enterprise-level performance reporting (e.g., KPIs, LOS, cost/revenue ratios), with a track record of influencing business decisions and performance outcomes.
• Health Degree Qualification
• Tertiary qualifications in health and/or business management or administration
• Experience in identifying and delivering revenue optimisation opportunities in public health
Desirable requirements
• Proven ability to lead within a health care environment.
• Track record of high performance in delivering against quality & safety, access and financial targets.
• Outstanding communication skills across all levels of the organisation.
• Proven ability to implement change within a complex environment.

1. Executive decision support
• Provide trusted analysis, actionable insights and recommendations to the Executive that lead to operational optimization in a financially constrained, complex environment.
2. Revenue optimisation
• Identifying and delivering revenue optimisation opportunities across activity-based funding, MBS, own-source revenue, private patient revenue and all Victorian funding streams.
3. Operational improvement
• Reviewing mix of admitted and non-admitted oncology activity capture, including specialist clinics, multidisciplinary care, virtual care, symptom review, survivorship, care coordination, second opinion and ad hoc clinical advice.
• Strengthening clinical documentation, coding quality and casemix analysis to ensure Peter Mac’s high-acuity oncology activity is accurately reflected in classification and funding outcomes
• Strategic and operational review of Policy & Funding Guidelines to provide advice on the impact for Peter Mac and recommended response
• Supporting MBS optimisation and ensuring practices are contemporaneous
4. Funding system advocacy and reform
• Developing analytical evidence to support Peter Mac’s role in highly specialised therapies and emerging high-cost cancer care under National and State-based funding arrangements
• Exploring how Victorian funding model settings, including funding adjustments and other service-specific arrangements, position Peter Mac given its unique role in the system
• Building strong and constructive relationships with key Department of Health stakeholders to support a shared understanding of Peter Mac’s specialist role in Victoria, nationally and internationally
• Establishing governance and benefits realisation reporting for revenue optimisation within a time-limited Sustainability Plan
• Developing advocacy strategies, informed by evidence, which help improve and reform cancer services funding systems at National and Statewide levels.
