Budget Bids & Delivery Case Specialist

THE ROLE

The Budget Bids & Delivery Case Specialist leads the feasibility, business case development and approvals for the pipeline of projects comprising the High-rise Redevelopment Program, Australia's largest urban renewal project. Critical to the successful delivery of the program is the orderly and considered approach to sequencing funding requests for both program implementation costs (relocations, sourcing, owners costs and demolitions) and redevelopment costs.

In this role the Budget Bids & Delivery Case Specialist will successfully plan and achieve approvals for future phases of the High-rise Redevelopment Program and coordinate program activities across redevelopment neighbourhoods. Given the long-term nature of the program and the significant scale of investment, the approach to project staging must respond to the multi-faceted challenges in mixed use residential developments and housing delivery, particularly in the current market context where supply chains issues, demographics and affordability constraints in housing are causing unique challenges. The Budget Bids & Delivery Case Specialist will play a key role in ensuring that project scope and opportunities are commercially viable and the design framework promotes quality outcomes. 

ACCOUNTABILITIES INCLUDE

1. Lead the development of funding submissions, business cases and other documents to plan for and seek approval of future phases of the High-rise Redevelopment Program imelementation and redevelopment.
2. Lead routine pipeline review and reprioritisation processes, including preparing options and recommendations where changes to site sequencing, delivery timing or project readiness are required.
3. Coordinate with the broader Homes Victoria development pipeline, specifically Housing Australia Future Fund processes and catalyst projects that support delivery of the High-rise Redevelopment Program.
