The Department of Justice and Community Safety is seeking a Project Manager to provide a critical role at the Contracts and Infrastructure Branch

About the Business Unit

Contracts and Infrastructure are responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections and Justice Services' prison and related infrastructure. This includes:

• The management and oversight of major contracts including those for private prisons.
• Representing the Corrections and Justice Services' interests on infrastructure and construction projects to ensure the best possible outcome for stakeholders and commercial partners.
• The development and implementation of all required systems, processes and policies to sustain this diverse asset portfolio. 

About the Role

The Project Manager sits within the Minor Capital Works team that manages the delivery of projects and initiatives in relation to time, cost, scope and quality.

The role is responsible for developing business cases, feasibility and option papers, for high value and/or high-risk asset and infrastructure upgrade projects, minor new builds, and refurbishment projects in correctional facilities, and then deliver those projects.

On a day-to-day basis, the Project Manager will report to the Manager, Minor Capital Works.

• Lead and deliver complex, high-value asset and infrastructure projects for Victorian custodial facilities, ensuring outcomes are achieved on time, within budget, scope and quality requirements.
• Manage all aspects of project delivery, including budgets, risk management, contract administration, feasibility assessments, business cases, reporting, stakeholder engagement and issue resolution.
• Provide technical advice and work closely with facility and asset managers across the State assisting them with their project needs, scoping requirements, procurement of construction works, and supervision of the works.   
• Develop and maintain strong relationships with internal and external stakeholders, providing expert project management advice, influencing decision-making and collaborating with multidisciplinary teams, government agencies and service providers.
• Lead and support contract management staff while driving continuous improvement initiatives, overseeing performance, quality assurance, operational delivery and infrastructure funding submissions.

About you

To be successful in this role, you will have:

• Demonstrated project management experience in construction infrastructure upgrade projects, building services, facilities, new builds, and/or refurbishments environments.
• Proven experience coordinating and developing business cases including feasibility/options papers for infrastructure projects is desirable.
• Experience in writing, editing, communication and presentation skills including knowledge of technical documentation principles.
• Experience in delivering the full life cycle of construction projects including development of briefs, procurement activities and monitoring program and budget.

Qualifications/requirements

• There are no mandatory qualifications for this role, however qualifications in project management, civil construction, engineering, architecture or proven track record of equivalent, is highly desirable.
