Part-Time Police FOIA Clerk
Position Summary
Provides a variety of office support services related to the review, redaction, preparation and release of records in accordance with the legal requirements of the Illinois Freedom of Information Act. The role requires collaboration with staff, legal counsel, records personnel, and external stakeholders.
Essential Functions
Receives, logs, tracks, and acknowledges public records requests submitted under applicable federal, state, and local public records laws. Ensures timely processing in accordance with statutory deadlines.Coordinates with department divisions and personnel to identify, locate, and retrieve responsive records, including reports, body-worn camera footage, audio recordings, photographs, digital files, and other documents.Reviews records for applicable exemptions under public records laws, criminal justice confidentiality statutes, privacy protections, and departmental policy. Applies appropriate redactions to protect sensitive, confidential, or legally exempt information.Maintains up-to-date knowledge of federal and state public records statutes, case law, and regulatory guidance. Ensures departmental compliance with disclosure requirements and retention schedules.Enters, edits and retrieves data and prepares periodic or special reports, using a computer system.Scans documents into appropriate databases.Responds to customer service requests in person at the police station, via telephone and through email; provides information regarding City or departmental activities and functions that may require the explanation of rules, policies and/or procedures.Receives, balances and deposits monies.Reviews and responds to requests using specialized software.Performs expungements of various police records.Establishes and maintains office files; researches and compiles information from such files; purges files as required.May train and direct the work of temporary staff for special projects or programs.Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.Completes other duties as assigned.Regular and reliable attendance is an essential function of this position.
Qualifications
High school diploma/GED; ANDOne year of administrative support experience; ORAn equivalent combination of education, training and experience as determined by Human ResourcesFOIA experience and body worn camera redactions experience is strongly preferredLEADS certification required within three months of hire and for duration of employment
Required Knowledge & Skills
Applicable computer software programs, such as Adobe, Microsoft Office, Microsoft Outlook, records management software, and FOIA software.Correct business English, including speech, spelling, grammar and punctuation.Techniques for working collaboratively with the public and staff.Record-keeping practices.Use of specified computer applications involving word processing, data entry and/or standard report generation.Business letter writing and the standard format for materials.Standard office practices and procedures, including filing and the operation of standard office equipment.Making accurate arithmetic calculations.Understanding and following oral and written directions.Performing detailed office support work.Maintaining accurate office files.Entering numerical and related information into a computer system with speed and accuracy.Working collaboratively with the public and staff.Organizing own work, setting priorities and meeting critical deadlines.Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.Establishing and maintaining effective working relationships.Adapts quickly to evolving technology, embracing new tools, systems, and processes to improve efficiency and support organizational needs.
