About the role The Senior RIW and Mobilisation Advisor is responsible for workforce readiness, mobilisation and competency governance across the DTI Rail business. The role coordinates and governs the training, competency, Rail Industry Worker (RIW), medical, fitness for work and mobilisation requirements for employees, labour hire workers and subcontractors, ensuring personnel are appropriately qualified, verified and ready before being released to work. As the primary RIW Employer Administrator for DTI Rail, the role administers the RIW platform and relevant client and network operator competency systems, maintains accurate workforce records and provides a clear mobilisation readiness gate across Rail projects. Working closely with Project Managers and operational leaders, the role forecasts upcoming workforce and competency requirements and coordinates training, medicals, assessments, inductions and other mobilisation activities ahead of operational demand. The role also maintains the DTI Rail Training Needs Analysis and progressively develops the DTI Rail Training and Competency Framework, establishing consistent minimum competency standards across the Rail business while incorporating project, client and network-specific requirements. Key responsibilities Coordinate end-to-end mobilisation, cross-mobilisation, transfer and demobilisation of employees, labour hire workers and subcontractors across DTI Rail projects and client networks. Verify qualifications, competencies, licences, RIW roles, employer relationships, inductions, medical and fitness for work requirements before personnel are cleared for mobilisation. Act as the primary RIW Employer Administrator for DTI Rail, maintaining worker profiles, role assignments, competencies, medical status and supporting evidence. Work with Project Managers and operational leaders to forecast workforce demand and coordinate upcoming training, competency, medical, induction and mobilisation requirements. Maintain the DTI Rail Training Needs Analysis and progressively develop the Rail Training and Competency Framework, establishing consistent minimum competency standards across the business. Proactively monitor workforce readiness, competency gaps and expiry risks, provide reporting to the business and drive continuous improvement in mobilisation and competency management processes. Experience and capabilities Minimum three years’ demonstrated experience in rail workforce mobilisation, RIW administration, competency management or training coordination within the Australian rail industry. Demonstrated hands-on experience as an RIW Employer Administrator, including management of worker profiles, employer relationships, roles, competencies and medical status. Sound knowledge of Rail Safety Worker competency, health and fitness requirements, RIW requirements and rail network access requirements. Demonstrated ability to interpret competency and mobilisation requirements and translate them into practical workforce readiness processes. Strong organisational and stakeholder management skills, with the ability to manage multiple projects and time-critical mobilisation priorities. Experience developing training needs analyses, competency matrices or workforce readiness processes is highly desirable; Certificate IV in Training and Assessment or a relevant qualification is desirable.
