Flourish is a place-based, systems change project working alongside young parents, their children and communities to address entrenched disadvantage through a relational approach. As the Flourish Outcomes and Learning Lead, you will lead the design, implementation and ongoing evolution of Flourish’s Outcomes Measurement Framework (OMF), ensuring that outcomes, evaluation and learning are embedded across every aspect of the program. Working closely with families, communities, project teams, researchers and key stakeholders, you will generate meaningful insights that inform decision-making, strengthen practice, measure impact and contribute to long-term systems change.

In this role, you will:

• Lead the design and implementation of Flourish’s Outcomes Measurement Framework, ensuring it captures meaningful outcomes for families, communities and systems while supporting continuous learning and improvement.
• Establish and facilitate structured learning cycles and sensemaking processes that enable teams, communities and stakeholders to reflect, adapt and strengthen practice based on emerging insights.
• Translate outcomes data, evaluation findings and lived experience into actionable recommendations that inform program design, service delivery, advocacy and systems reform.
• Partner with researchers and key stakeholders to build a robust evidence base that demonstrates impact, supports scaling opportunities and contributes to social policy development.
• Oversee the development of fit-for-purpose outcomes measurement and reporting systems, ensuring strong data governance, ethical practice and alignment with cultural protocols and data sovereignty principles.
• Support a culture of learning, reflection and innovation by coaching teams, sharing insights across the sector and driving evidence-informed decision-making throughout the Flourish project.

This is a part-time (30 hours per week), fixed-term contract opportunity based in East Perth until 31 August 2028.

About you

To be successful in this role you will have the following skills and experience: 

• Bachelor’s degree and/or equivalent experience in social impact, evaluation, research, community development or a related discipline.
• Demonstrated experience in outcomes measurement, monitoring, evaluation and learning within complex programs or community-based initiatives.
• Proven ability to design and implement evaluation or learning frameworks that measure impact and support continuous improvement.
• Strong facilitation and stakeholder engagement skills, with the ability to translate data, research and insights into practical actions and decision-making.
• Experience working with data governance, privacy and ethical data practices, including an understanding of Aboriginal and Torres Strait Islander cultural protocols and data sovereignty principles.
• Excellent communication skills and the ability to work collaboratively across diverse communities, multidisciplinary teams and complex stakeholder environments.

The successful candidate must possess a current National Police Clearance valid within one year; a WA Driver's Licence and a WA Working with Children Check.
