About the Role
As the NDIS Manager, you'll hold overall accountability for our NDIS programs; Community Access, 1:1 supports and our SIL houses. You'll own program design, participant intake and planning, budgeting, staff leadership and compliance, while our Community Access Group Lead, Shift Leaders and SIL Key Workers lead the day-to-day, on-the-ground delivery. This is a role for someone who leads through others: setting direction, building capability and holding the quality and compliance bar, rather than running shifts yourself.
Key Responsibilities
Program Design & Planning
Design the community activity program and set the overall model of care for the SIL house.
Research, cost and submit new activities and venues for CEO approval.
Analyse participant needs, interests and capabilities to inform program calendars and individual plans.
Client Intake, Assessment & Individual Planning
Own end-to-end intake for new participants, including timely follow-up on referrals and assessments.
Ensure client information and service agreements are complete, current and correctly recorded.
Lead development and regular review of individual care plans in consultation with frontline leads.
Budget & Resourcing
Set, monitor and report on budgets for the community program and the SIL house.
Set the weekly SIL grocery/meal budget and review actual spend.
Review activity costings to ensure they stay within allocated budgets.
Take part in the annual budget planning cycle.
Staff Leadership & Rostering Oversight
Lead, supervise and develop the CA Group Lead, Shift Leaders and SIL Key Workers.
Collaborate with the Roster Officer to ensure all shifts are covered and appropriately ratioed, adjusting rosters as needed within SCHADS Award rules.
Conduct regular supervision and performance reviews; identify and coordinate training needs (e.g. behaviour management plans, medication competency), retaining sign-off.
Manage conflict resolution and escalated staffing issues promptly.
Participate in the weekend on-call roster (approximately one weekend every 6–8 weeks).
Quality, Risk & Compliance
Own the consolidated risk register and compliance framework across programs and services, maintained in discussion with the CEO.
Escalate and investigate reportable incidents in line with Biala's policies.
Lead resolution of complaints escalated beyond first-line handling.
Maintain strong working knowledge of the NDIS Act, NDIS Quality and Safeguarding Framework and NDIS Practice Standards; contribute to positive audit outcomes.
Reporting & Governance
Compile attendance and program data for monthly CEO and Board reporting.
Oversee CRM data integrity across the team, drawing on daily entries from the CA Group Lead, Shift Leaders and SIL Key Workers.
Case Management
Lead communication with families, carers and Support Coordinators on matters requiring your input.
Maintain regular, professional contact with allocated clients and promote their active participation in case planning and decision-making.
Effectively manage an allocated caseload, prioritising high-risk and time-sensitive matters appropriately.
Ensure case notes, reports, assessments and other documentation are accurate, comprehensive and completed within required timeframes.
About you
Ability to work a Full time 38 hour week and participate in the weekend on-call roster (approximately one weekend every 6–8 weeks).
Proven experience in an NDIS, disability, or community services leadership role.
Sound working knowledge of the NDIS Act, NDIS Quality and Safeguarding Framework and NDIS Practice Standards.
Experience managing budgets, rosters and staff performance, ideally under the SCHADS Award.
A track record of leading through and empowering frontline leaders.
Strong written and verbal communication skills, with experience reporting to senior leadership or a Board.
Confident managing a client caseload, with strong case notes, documentation and reporting practices.
Current NDIS Worker Screening Check (or willingness to obtain), current driver's licence, National Police Clearance, and Working with Children Check where required.
Relevant tertiary qualification in disability, community services, social work or a related field is desirable but not essential.
