General Manager, Services North

The General Manager, Services is a key member of HOPE’s Service Operations leadership team, providing strategic and operational leadership across the Services Operations North portfolio.

This is a senior leadership opportunity for an experienced community services professional who is passionate about delivering high-quality, culturally appropriate, trauma-informed and child-safe services. You will lead Regional Managers and service delivery teams to achieve strong client outcomes, meet contractual obligations and drive continuous improvement across our services.

Working closely with the Chief Services Officer and broader leadership team, you will translate HOPE’s strategic priorities into effective operational plans, strengthen clinical and practice governance, optimise people and financial resources, and ensure our services continue to evolve in line with best practice.

Key responsibilities include:

• Lead and support Regional Managers to foster a positive, values-driven culture focused on clients, teamwork and high-quality service delivery.
• Provide strategic and operational leadership across service hubs, ensuring programs meet or exceed contractual, organisational and regulatory requirements.
• Drive the implementation of HOPE’s strategic plan through effective operational planning and service delivery strategies.
• Embed culturally safe, trauma-informed and child-safe practices across all service locations.
• Ensure compliance with HOPE’s models of care, policies, procedures, accreditation requirements and relevant legislation.
• Provide strong clinical and practice governance oversight, including chairing the Clinical and Practice Governance Committee.
• Identify, assess and manage clinical, operational, workforce and service delivery risks, ensuring appropriate remediation and continuous monitoring.
• Lead initiatives that promote reconciliation, inclusion and equity across HOPE’s services and workplaces.
• Support the integration of Peer Support programs across services in line with HOPE’s strategic objectives.
• Oversee quality reporting and provide Executive with clear information regarding service performance, compliance, risks and opportunities.
• Ensure financial resources are effectively managed, including timely budget development, monthly budget reviews and prompt management of variations.
• Lead workforce planning and ensure people resources are appropriately allocated to meet service requirements and contractual obligations.
• Participate in HOPE’s on-call roster and ensure out-of-hours incident reporting requirements are met.

• A Bachelor's degree or higher in Social Work, Psychology, Mental Health Nursing or a related discipline.
• Minimum five years' experience in a senior community services leadership role managing complex and diverse services.
• Strong experience and demonstrated understanding of clinical and practice governance within human services.
• Demonstrated strategic thinking and leadership capability, with a proven track record of developing and delivering effective service strategies.
• Strong change management skills, with the ability to lead teams through organisational and service transformation.
• Sound financial management skills, including budget oversight, resource allocation and workforce planning.
• Demonstrated ability to lead, develop and hold senior managers accountable within a complex service environment.
• Strong understanding of risk management, compliance, quality assurance and accreditation requirements.
• Demonstrated ability to develop and maintain effective relationships with internal and external stakeholders.
• Commitment to culturally safe, trauma-informed, child-safe and person-centred service delivery.

• Postgraduate qualifications.
• Experience implementing child-safe and trauma-informed practice.
• Experience across Alcohol and Other Drugs treatment and recovery, youth residential services, and/or Family and Domestic Violence services.

• Current Driver's Licence (C or A Class)
• National Police Clearance (within 3 months)
• Department of Justice Clearance
• Working with Children Check
